Souto Simão, Marcelo

Marcelo Souto Simão is an expert in educational planning and institutional analysis. He provides technical support to Member States in the analysis, design, implementation, monitoring, and evaluation of education sector plans, policies, and programmes and has extensive experience in the development of programmes targeting quality improvement and gender mainstreaming in basic education.

He also participates in applied research using mixed methods and contributes to the production and dissemination of tools and methodologies related to education quality management and gender mainstreaming.

Having joined IIEP in 2006, he has worked at IIEP offices in Buenos Aires (2006-2017), Dakar (2017-2020), and Paris (to present). He has regularly contributed to IIEP training programmes and coordinated the design and delivery of tailor-made training programmes, led research on educational financing and decentralisation, and contributed to the design and launch of IIEP's flagship programmes.

Prior to joining IIEP, he worked at the Ministry of Education of Argentina, at the UNESCO Brasilia Office, and at UNESCO's International Bureau of Education.
