Monday: Blumenthal & Robert Garcia to Receive Testimony from ICE Whistleblower at Forum on DHS Abuses

[WASHINGTON, DC] - On Monday, February 23, 2026 at 3 PM ET, U.S. Senator Richard Blumenthal (D-CT), Ranking Member of the Senate Permanent Subcommittee on Investigations, and U.S. Representative Robert Garcia (D-CA), Ranking Member of the House Committee on Oversight and Government Reform, will hold a bicameral public forum on constitutional violations and abuses by Immigration and Customs Enforcement (ICE).

Monday's forum will include testimony from:

  • Anonymous ICE Whistleblower: This whistleblower - a former ICE employee speaking publicly for the first time - will discuss new immigration enforcement training methods and policies, including authorizing warrantless entry to the homes of U.S. citizens.
  • Teyana Gibson Brown: Ms. Gibson Brown is a U.S. citizen and resident of Minneapolis, Minnesota. In January, ICE agents forcefully entered her home without a judicial warrant, breaking down her door and pointing guns at her family.
  • Stevan Bunnell: Mr. Bunnell served as General Counsel for the Department of Homeland Security from 2013 to 2017. He spent 17 years as a federal prosecutor, including as Chief of the Criminal Division at the US Attorney's Office in Washington, DC.

Next week's event is the third public forum Blumenthal and Garcia have hosted as part of their ongoing inquiry into the lawless and abusive tactics used by federal immigration agents. In December, Blumenthal and Garcia received testimony from five U.S. citizens who were assaulted, detained, and denied their constitutional rights by agents of the Department of Homeland Security (DHS). Earlier this month, the members hosted a forum focused on the violent tactics and disproportionate use of force by DHS agents, featuring three U.S. citizens who were violently assaulted and the brothers of Renee Nicole Macklin Good, a U.S. citizen and resident of Minneapolis, Minnesota who was shot and killed by an ICE agent in January.
