Stafford’s 2025 State of the County Recounts Accomplishments on Behalf of the County

This year, Stafford County Government continues its year-end tradition of recounting the County's accomplishments and efforts to move the County forward for residents. Over the next few days, seven short videos will be published on social media and on Stafford's website to highlight successes throughout 2025, guided by Stafford's seven strategic initiatives for the community, as detailed in its Stafford 2040 Vision of what the community could look like in 2040.

"In today's digital age, stories of progress and success are too often overshadowed by more sensational headlines. Our annual State of the County is a deliberate effort to highlight the meaningful work being accomplished on behalf of our community by the Board, our dedicated staff, and our many volunteers," said Board of Supervisors Chairman Deuntay Diggs. "Reflecting on these achievements strengthens my optimism and reaffirms my confidence in both our community and Stafford County Government."

Develop a Multimodal Infrastructure and Transportation System - Stafford has four major road projects under construction, with multiple other projects in design. The County won a Protect Grant to repair the flooding along Brooke Road. Utilities debuted an online outage map. Utilities gained its first-ever AAA bond rating for improvements to the Smith Lake and Little Falls treatment facilities. Stafford created its first-ever transportation master plan.

Vibrant Community Through the Arts, Recreation, Culture, History, and Tourism - Stafford helped unveil a historical marker for the African American Heritage Trail. The County opened the Friends of Havoc Dog Park, the Rock Hill District's first park ever.

Dedicated and Responsive Public Safety Team - Stafford was named a "Stroke Smart" community. The County deployed a fire boat to better respond to issues along the river. Stafford applied for a SAFER Grant to provide more Fire and Rescue personnel.

Engage in Partnerships to Provide Quality Educational and Wellness Opportunities - Stafford held a joint job fair with the Schools to assist federal employees struggling with job loss. Construction continued on two new elementary schools and a new high school, with two more schools in the pipeline. Stafford helped win a grant to deploy a mobile Opioid recovery unit for the area.

Economic Diversification - Stafford launched a Legacy Business Recognition Program.

Excellence in Governance with Transformational Leadership - Stafford maintained its prestigious triple-AAA bond ratings, one of only 57 counties in the United States to hold this distinction. The Board Chambers and Government Center lobby were renovated to serve residents better. Stafford won multiple national and state awards for various departments for their service excellence.

Growth Management for Community Sustainability - Two new farms were added to the Purchase of Development Rights Program, for a total of 1,317 protected acres. The Board created data center and solar farm ordinances, adopting the most stringent data center setbacks in the state. Stafford provided three letters of support for the BEAD program, which would allow internet service providers to extend internet service to customers at the last mile.
