To ask the Minister for National Development (a) what has been the trend from 2021 to 2025 of the number of official disputes lodged with the Strata Titles Board and the Commissioner of Buildings for residential private estates; and (b) how does the Government plan to better support Management Corporation Strata Title councils in financial prudence, estate management and community dispute resolution.
Answer:
The number of applications lodged with the Strata Titles Boards has remained stable over the past five years at an average of 120 cases annually.
Feedback on disputes amongst Management Corporation Strata Title entities, subsidiary proprietors and managing agents lodged with the Commissioner of Buildings has declined from over 3,000 cases in 2021 to less than 900 in 2025.
The Government is reviewing the Building (Strata Management) Act to improve financial oversight, strengthen self-governance, and enhance dispute resolution processes for strata developments. More details will be shared when ready.
