HARRISBURG - Rep. Tina Pickett (R-Bradford/Wyoming) and Sen. Lisa Baker (R-20) announced a $2.7 million low-interest state loan was awarded to the Lake Winola Municipal Authority for an improvement project at its wastewater treatment plant in Overfield Township, Wyoming County. The funding was approved this week by the Pennsylvania Infrastructure Investment Authority (PENNVEST).
"This loan will fund essential upgrades to the plant, ensuring it meets modern clean water standards and operates more efficiently," said Pickett. "By improving this critical part of our infrastructure and addressing compliance issues, this project will help to protect both public health and the local environment, benefiting the Lake Winola community for years to come."
The authority will use the loan to rehabilitate the two existing lagoons at the plant, which was constructed in 1988 and is beyond its useful life. The project will include installation of new liners, cleaning of the aeration system, replacement and/or repair of the underdrain and leak detection equipment, and other upgrades to the environmental systems to prevent the discharge of inadequately treated sewage into the Susquehanna River.
"This wastewater improvement project is a serious investment in protecting the local quality of life. When lagoons are leaking under normal conditions, and subject to overflows during severe storms, there are severe consequences in terms of degraded water, destroyed aquatic life, and the spread of disease," Baker said. "Through these upgrades, which would be quite burdensome to ratepayers without state assistance, the system will provide a higher level of community safety and environmental protection."
The project will bring the plant into compliance and remedy the exceedances listed in the outstanding Pennsylvania Department of Environmental Protection consent order and agreement.
PENNVEST was established by Act 16 of 1988 and is an independent agency of the Commonwealth providing financial assistance to fund construction of drinking water, sewer and storm water projects in communities throughout Pennsylvania.
