"The agenda of this year's forum covers a broad range of issues linked with the development of a legal framework geared towards the country's leadership. I would stress that, in order to maintain leading positions in global competition and ensure the achievement of our national development goals, it is essential to create an appropriate legal environment.

Modern legal regulation must provide a reliable foundation for the development of new sectors, including unmanned systems, the bioeconomy, platform solutions, digital technologies and artificial intelligence infrastructure. It must also serve as an essential condition for enhancing the investment attractiveness of the regions and of high-tech production facilities. And, of course, priority attention must be given to training highly qualified legal professionals.

I am confident that the forum will be held in a creative and constructive spirit, and that the proposals put forward during its discussions will prove highly useful."
