NOTICE OF ANALYSIS AND PROPOSED DECISION

The Alaska Department of Natural Resources (DNR), pursuant to Alaska Statute (AS) 38.35.080, hereby gives notice that DNR has prepared an Analysis and Proposed Decision for an amendment request submitted by Alyeska Pipeline Service Company (APSC) to add additional lands to the Trans-Alaska Pipeline System (TAPS) Right-of-Way (ROW) Lease, ADL 63574, at TAPS crossing of the Middle Fork Koyukuk River to facilitate the installation of grade control sill. APSC requests to add approximately 2.63 acres of state land to install a grade control sill to provide better flow alignment and reduce local scour.
In the past decade there has been continuing bank erosion upstream of the pipe crossing at Pipeline Milepost (PLMP) 208 due to channel changes. The changes in flow pattern resulted in flow concentration on the north bank and local stream degradation in the vicinity of the Pipeline within the active floodplain. APSC proposes installing an initial grade control rock structure downstream of the pipe and fill in a depression in the pipe vicinity. In order for equipment to reach and place rock in the area of interest, the grade control structure near the north bank will be temporarily raised above water level by placing additional rock. Once completed the additional fill material used to build the platform will be removed. Equipment used would include front-end loaders, backhoe, and trucks.
The requested amendment area is located on land adjacent to the westerly and easterly TAPS ROW boundary within:
the SE1/4 of the NW1/4 of Section 9, Township 32 North, Range 10 West, Fairbanks Meridian, containing a total of approximately 2.63 acres.
The requested land would be surveyed and may include less acreage than approved for construction.
The public is invited to comment on the Analysis and Proposed Decision. Comments must be submitted in writing to the address below before 5:00 p.m. on December 4, 2026. If public comment indicates the need for significant changes in the proposed decision, then additional public notice will be given on or after December 4, 2026. If no significant changes are required, then the proposed decision, including any minor changes, will be issued without further notice as the final decision after December 4, 2026.
