New Castle, DE - New Castle County Executive Marcus Henry is proud to announce three key appointments to his incoming administration:

David Del Grande - Chief of Administrative Services &Technology
David Del Grande brings over 30 years of government and financial management experience to his new role. As finance director for the City of Newark, Del Grande oversaw critical operations including budgeting, utility billing, and information technology. His previous roles include work with the United States Department of Agriculture Forest Service and New Castle County Government.
Del Grande also serves on the Board of Directors of Newark's municipal energy services provider DEMEC, Inc., and holds a Bachelor of Science in Business Administration with a concentration in Accounting from Widener University. An active volunteer in the Appoquinimink School District and community organizations, Del Grande's collaborative leadership will enhance the County's technological and administrative services.
D. Dusty Blakey Ed.D. - Chief Human Resources Officer
Dr. Blakey brings over 30 years of leadership experience in public education, organizational development, and human resources management. His distinguished career includes serving as Superintendent of Schools for the Kennett Consolidated School District in Pennsylvania and the Colonial School District in Delaware.
During his tenure at Colonial, Dr. Blakey developed the "Power of WE" strategic plan, which emphasized early childhood education, leadership and learning, innovation, and access to opportunity. Dr. Blakey holds a Doctor of Education in Educational Leadership and Public Policy and a Master of Education in Educational Leadership from the University of Delaware, as well as a Bachelor of Arts in Political Science from Morgan State University.
These appointments reflect County Executive Marcus Henry's commitment to assembling a team that prioritizes the people of New Castle County. Each appointee will play a pivotal role in enhancing the quality of services provided to the residents of New Castle County.
