USDA Names Trump Administration Appointees to the Alaska Farm Service Agency State Committee

Palmer, Alaska - Jan. 13, 2026 - The USDA Farm Service Agency (FSA) today announced the appointment of five leaders in agriculture to serve on the Alaska USDA Farm Service Agency (FSA) state committee.

Members of the FSA state committee are appointed by Secretary of Agriculture Brooke L. Rollins and, in support of the Trump Administration's Farmers First commitment, members of the FSA state committee are responsible for the oversight of farm programs and county committee operations, resolving program delivery appeals from the agriculture community, maintaining cooperative relations with industry stakeholders and keeping producers informed about current FSA programs.

Each FSA state committee is comprised of three to five members including a designated chairperson. The individuals appointed to serve on this committee for Alaska are:

  • Kelli Foreman, Chair (Kodiak) - Foreman is owner and operator of a mixed-species livestock operation producing dairy goats, cows, chickens, pigs, donkeys, sheep, rabbits, and horses. She founded Alaska's only Grade A certified goat dairy, now operating as a registered raw milk dairy serving local families with farmstead products including milk, cheese, caramels, and tallow-based goods.
  • Tangy Bair-Bates, Member (Delta junction) - Bair-Bates is founder and co-owner of a diversified livestock operation producing beef, dairy, goats, and other small livestock. Raised on a working cattle ranch in southeastern Idaho, Bair-Bates has early experience managing dairy cows, cow-calf pairs, and hay and grain production.
  • Christopher John Flickinger, Member (Kodiak) - Flickinger is owner and operator of a multi-generational farm with experience in hay production, livestock care, and range management. He has served on various agricultural boards including the Soil and Water Conservation District.
  • Carol Louise Kenley, Member (Palmer) - Kenley is a multi-generational farmer and owner-operator of a diversified market and peony farm. She currently serves as president of the Mat Su Farm Bureau and has prior service as chapter secretary and board member of the Alaska Farm Bureau.
  • Douglas Roy Warner, Member (Palmer) - Warner is a lifelong farmer and owner-operator of a diversified farm producing high-quality timothy hay and fresh-cut peonies. He previously served three decades as the Development Specialist II for the Alaska Department of Natural Resources, Division of Agriculture.

"Their appointment to the FSA state committee is a testament to their standing in the industry and their dedication to the agriculture industry, rural America and President Trump's America First, Farmers First policies."
