Three Arrested in Attempted Murder Case Following Pursuit

A coordinated police response and investigation led to three people being arrested, and they are facing attempted murder and other charges following a shooting on Rocky Butte.

On Wednesday, February 25, 2026 at 11:12 p.m., Portland Police Officers assigned to East Precinct responded to a report of shots fired in the area of Rocky Butte, 3250 Northeast Rocky Butte Road. Officers spotted a vehicle leaving the scene and attempted to initiate a stop. The driver eluded the officer at reckless speeds, and a vehicle pursuit began. The driver was seen passing slower traffic in turn lanes and running red lights, adding to the significant level of danger to the public.

Officers from patrol, K9, the Traffic Division, and the Transit Police Division, responded to assist. Officers laid spike strips and deflated at least one of the tires, and the driver still did not stop even as the tires began disintegrating. At Northeast 148th Avenue and Northeast Halsey Street, Officers were able to successfully stop the driver with a PIT maneuver, spinning the car. They surrounded the occupants and three people were arrested.

No victims were found at the shooting scene, but a man with a gunshot wound arrived by private vehicle at a hospital, and he was later connected to this incident. His injuries are serious, but they are not believed to be life threatening.

Detectives with the Enhanced Community Safety Team (ECST) responded to the scene and assisted with the investigation. They seized three semiautomatic handguns as evidence.

D'Angelo D. Smartlowit, 18, of Gresham, Oregon, was evaluated at a hospital and then booked into the Multnomah County Detention Center on charges of Attempted Murder in the Second Degree, Assault in the First Degree, Unlawful Use of a Weapon, and Unlawful Possession of a Firearm.

A juvenile male, 17, of Gresham, Oregon, was determined to be the driver of the vehicle. He was booked into the Donald E. Long Juvenile Detention Center on charges of Attempted Murder in the Second Degree, Assault in the First Degree, Unlawful Use of a Weapon, and Unlawful Possession of a Firearm, Attempting to Elude Police by Vehicle, and Reckless Driving.

A juvenile male, 16, of Gresham, Oregon, was a passenger. He was booked into the Donald E. Long Juvenile Detention Center on charges of Attempted Murder in the Second Degree, Assault in the First Degree, Unlawful Use of a Weapon, and Unlawful Possession of a Firearm and an outstanding arrest warrant.
