Positive Declaration and Availability of Draft Scope
Sullivan County - The Town of Bethel Planning Board, as lead agency, has determined that the proposed Swan Lake Nest, Inc. may have a significant adverse impact on the environment and a Draft Environmental Impact Statement must be prepared. The action involves a proposal by the applicant, Swan Lake Nest, Inc. for a self-contained development consisting of multi-family residential units, recreational facilities, a community building with a grocery store, and a shul on approximately 49.54 acres in the Residential Settlement District (RS). The proposed development includes 13 three-family buildings, 7 eight-family buildings, 8 ten-family buildings, 1 community building, 1 shul, 2 swimming pools, recreational areas, 2 pavilions, and a maintenance building. The proposed action would replace an existing bungalow colony located on the project site. The project site would be accessible by 3 separate drives off Lee Cole Road. The proposed action would include the development of a wastewater treatment plant, on-site wells, and water treatment system for domestic water supply to serve the proposed development. The proposed action would include parking spaces for the residential units, a community building, and shul. Exterior lighting is proposed on buildings and along the walking trails of the development. Multiple dumpster locations with enclosures for solid waste removal would also be included in the proposed action. The project is located 186 Lee Cole Road, in the Hamlet of Swan Lake, Town of Bethel, New York.
