Sparks, NV - The following are highlights from the May 26, 2026, Sparks City Council meeting.

Announcements, Presentations, Recognition Items, and Items of Special Interest:

• Interim CEO Cris Jensen provided an update on the Reno-Tahoe Airport Authority's recent activities.
• City Manager Dion Louthan announced two vacancies on the Sparks Civil Service Commission, each for a three-year term. Members must be Sparks residents. Members cannot be City employees, a member of the City Council, appointed to another board or commission of the City, or related to one within the 3rd degree of consanguinity. Applications will be accepted until June 10, 2026, at 5 p.m. and can be found at cityofsparks.us/getinvolved.

General Business

Council approved:

• A $3,619,007.00 construction contract with Sierra Nevada Construction, Inc. for the 2026 Street Rehabilitation Project.
• A $2,087,007.00 construction contract with Sierra Nevada Construction, Inc. for the FY26/FY27 Drainage & Roadway Improvement Project - L Street and 5th Street.
• A $672,821.75 construction contract with Anchor Concrete for the 2026 CDBG Phase 3 Project - 12th & 13th Street.
• A $952,730.00 construction contract with Express Sewer & Drain for the FY26 Sanitary Sewer Manhole Rehabilitation Project.
• A $118,410.00 professional services contract with Construction Materials Engineers, Inc. for construction management and inspection of the FY26 Sanitary Sewer Manhole Rehabilitation Project.
• The $561,706.00 Interlocal Cooperative Agreement with the Regional Transportation Commission of Washoe County for sanitary sewer, drainage, and fiber optic infrastructure improvements to be constructed with RTC's Prater Way Rehabilitation Project.
• The business impact statement prepared cooperatively by the Regional Transportation Commission, Sparks, Reno, and Washoe County, related to the proposed adoption of the RTC's Regional Road Impact Fee 8th Edition and its revisions to associated fees.
• The final FY26-27 budget for the City of Sparks.

Council rejected:

The responsive bids for the Greg Street Sanitary Sewer Lift Station Internal Rehabilitation Project.

Public Hearing and Action Items Unrelated to Planning and Zoning

Council held public hearings and approved:

• The Community Development Block Grant Annual Action Plan for fiscal year 2026-2027, with an estimated expenditure of $1,637,764 for submittal to the United States Department of Housing and Urban Development.
