SCRANTON, Pa. (June 16, 2025) - Pennsylvania American Water announced today the start of construction on a new 100,000-gallon water storage tank in to serve the Olwen Heights Development in Roaring Brook Township, Lackawanna County.
"The current tank serving Olwen Heights customers was built in 1988, before Pennsylvania American Water took over the system," said Matt Griffith, senior project engineer at Pennsylvania American Water. "The tank's previous owner didn't maintain it properly, which shortened its lifespan. Replacing the tank was the best way to keep serving our customers."
The new tank will replace an existing tank in the development. During construction of the approximately $2 million project, the company does not anticipate any service interruptions for customers while crews work on the project.
The new tank will be located adjacent to the current tank. Once the new tank is in service, the old tank will be removed. The project also includes fencing and site updates, the addition of a backup generator and upgrades to connect the two pressure zones within the distribution system into one.
Pennsylvania American Water's contractor recently began site preparation work prior to starting construction. The new tank is expected to be completed by the end of 2025 with additional upgrades to be completed by spring 2026.
The Olwen Heights tank is one of three new water storage tanks that the company is constructing this year across Pennsylvania, along with plans to rehabilitate seven existing tanks, which represents a total investment of approximately $12.8 million.
This infrastructure upgrade project is not only an important investment in public health and safety, it also helps support the economic health of the community. Economic impact studies show that for every $1 million invested in water infrastructure, upwards of 15 jobs are generated throughout the economy. Statewide, Pennsylvania American Water invested approximately $675 million in 2024 alone to improve its water and wastewater treatment and pipeline systems, supporting more than 10,125 jobs through these continued investments.
