The City of West Hollywood is aware that a wide range of current and historical factors contribute to ongoing housing insecurity and homelessness, and that day-to-day impacts of homelessness in West Hollywood are felt acutely by people experiencing homelessness, community members, visitors, businesses, and other stakeholders.

In response, the City of West Hollywood continues to invest in, and collaborate on, diverse solutions to homelessness. The City's Human Services Division leads the West Hollywood Homeless Initiative, a multidisciplinary and collaborative effort to address homelessness. This initiative brings together various City departments, City-funded social service agencies, the West Hollywood Chamber of Commerce, Los Angeles County agencies, and other partners to deliver a wide range of services. These efforts aim to prevent and reduce homelessness in West Hollywood and support individuals experiencing homelessness by connecting them with trusted, personalized resources.

The City's sustained investments in outreach, behavioral health services, case management, rent stabilization, housing retention, and other services are saving lives. This work is supporting unhoused community members in moving into permanent supportive housing and improving community-wide well-being. From October 2016 to September 2024, 367 people in West Hollywood were newly housed, ending their experience of homelessness; 72 unhoused West Hollywood community members moved into stable housing between October 2023 and September 2024. Additionally, the City distributed 2,450 rental assistance grants between October 2016 and September 2024, to help people remain in their homes.

As a top priority in effectively addressing homelessness, the City of West Hollywood is slated to open the Holloway Interim Housing Program at the site of the former Holloway Motel in September 2025. The Holloway will provide people experiencing homelessness with a safe place to stay for up to 90 days where they will have access to the resources and support needed to transition into permanent supportive housing.

The program will be managed and operated through a partnership with Ascencia, a nonprofit homeless services agency that will provide comprehensive case management and supportive services. The Holloway builds on the City of West Hollywood's longstanding commitment to partnering with local agencies to provide human-centered social services to community members experiencing homelessness. It reflects the City's proud legacy of inclusivity and compassion, responding to the unique needs of its diverse community.
