Gov. Polis Announces Boards and Commissions Appointments

Air Quality Control Commission

The Commission develops and maintains a comprehensive program for the prevention and control of air pollution in Colorado. The major goal of this program is to meet national ambient air quality standards.

for a term expiring January 31, 2026:

  • Harold James (Jim) Sewell of Castle Rock, Colorado, to serve as a member with technical experience, occasioned by a resignation, appointed;

for a term expiring January 31, 2028:

  • Shelly Miller of Boulder, Colorado, to serve as a member with scientific experience, occasioned by a resignation, appointed.

Board of Commissioners of Veterans Community Living Centers

The Board of Commissions advises the Division of State and Veterans Nursing Homes, the state nursing home located in Trinidad, and the veterans nursing homes located in Florence, Rifle, Aurora, and Monte Vista, Colorado; provides continuity, predictability, and stability in the operation of the state and veterans nursing homes; and provides guidance to future administrators at the state and veterans nursing homes based on the collective institutional memory of the Board of Commissioners.

for a term expiring July 1, 2029:

  • Bruce Odenthal of Loveland, Colorado, to serve as a member with expertise in nursing home operations and experience in multi-facility management of nursing homes, and a Republican, appointed.

Board of Directors of the Auraria Higher Education Center

The Auraria Higher Education Center Board of Directors manages the operational affairs of the three-school Auraria campus.

Cold Case Oversight Task Force

The purpose of the Task Force is to create a database that will house information related to each homicide investigation that is open in a Colorado jurisdiction dating back to 1970 and that are at least three years old.

Colorado Child Abuse Prevention Trust Fund Board

The Colorado Children's Trust Fund Board provides funding to programs around the State of Colorado that focus on the prevention of child abuse and neglect. The primary goals of the Board are to reduce the incidence of child abuse and neglect for Colorado's children and to reduce the need for state intervention in child abuse prevention and education.

for terms expiring November 7, 2028:

  • Lindsay Spraker of Englewood, Colorado, to serve as a subject matter expert with knowledge of child abuse prevention, reappointed.

  • Antonia Chiesa of Denver, Colorado, to serve as a subject matter expert with knowledge of child abuse prevention, appointed.

Colorado Food Systems Advisory Council

The Council advances recommendations that strengthen healthy food access for all Coloradans through Colorado agriculture and local food systems and economies. It is the state conduit for hearing, reviewing and advancing critical food systems issues in which the state government does or could play a role.

  • Alvin Goodman of Denver, Colorado, to serve as a representative of food wholesalers or food retailers, reappointed.

Colorado Forest Health Council

The Forest Health Advisory Council provides a collaborative forum to advise the State Forester on a broad range of issues, opportunities and threats with regard to Colorado's forests.

Colorado Podiatry Board

The Colorado Podiatry Board conducts examinations and institutes hearings to revoke, suspend, deny or reissue licenses.

Colorado State Child Fatality Prevention Review Team

The purpose of the Child Fatality Prevention System (CFPS) is to conduct multidisciplinary and comprehensive reviews of child fatalities that occur in Colorado in order to better understand how and why children die and to develop and implement strategies to prevent future deaths from occurring. These reviews are conducted by local child fatality prevention and review teams across the state. The CFPS State Review Team is responsible for reviewing the aggregated data and recommendations submitted by local teams to identify recommendations to prevent child deaths in Colorado, including policy recommendations.

Community Rail Safety Advisory Board

The purpose of the Committee is to promote transparency, accountability, and safety in railroad operations across the state, reduce the risk of accidents and derailments, and protect the health and wellbeing of Colorado residents and ecosystems.

Council of Advisors on Consumer Credit

The Council of Advisors on Consumer Credit advises and consults with the assistant attorney general concerning the Attorney General's powers under the consumer credit code.

Emergency Medical Practice Advisory Council

The Emergency Medical Practice Advisory Council was created to advise CDPHE regarding the appropriate scope of practice for emergency medical technicians, including waivers to the scope of practice, and for criteria for physicians to serve as EMS medical directors.

  • Michael Ragulsky of Pueblo West, Colorado, to serve as an emergency medical technician certified as a basic life support level who is actively involved in the provision of emergency medical services, occasioned by a resignation, appointed.

Environmental Justice Advisory Board

The Environmental Justice Advisory administers an environmental justice grant program, advises CDPHE on engaging with Disproportionately Impacted ("DI") Communities, oversees the Environmental Justice Ombudsperson and responds to policy questions referred by the Governor and CDPHE Executive Director.

for terms expiring October 31, 2029;

  • Luis Ponce of Littleton, Colorado, to serve as a representative of worker interests in disproportionately impacted communities, appointed;

  • Jane Fraser of Pueblo, Colorado, to serve as a member who is or has been a resident of a disproportionately impacted community, appointed;

  • Bianka Emerson of Denver, Colorado, to serve as a representative of a nongovernmental organization that represents statewide interests to advance racial justice, reappointed;

Fair Plan Association Board of Directors

The Board shall establish the FAIR Plan. The FAIR Plan Association is established to provide property insurance coverage, including commercial property insurance, when such coverage is not available from admitted companies. The Fair Plan Association shall: establish, offer and maintain property insurance and a commercial property insurance policy that satisfy the requirements of the FAIR Plan specified in section 10-4-1806. The FAIR Plan Association may issue property insurance policies and shall establish a public website.

  • Carole Walker of Denver, Colorado, to serve as a representative of a Colorado-based insurance trade organization that represents insurers of various property interests, reappointed;

Governor's Commission on Community Service Serve Colorado

The Commission shall recommend to the Governor a comprehensive national and community service plan for the state that is developed through an open and public process and updated annually. The plan shall address the state's needs in the areas of school safety, preventing youth violence, literacy and mentoring or disadvantaged youth. The Commission also administers funds received from the Corporation on National and Community Service .

for a term expiring August 24, 2026:

Governor's Revenue Estimating Advisory Committee

The Governor's Revenue Estimating Advisory Committee (the "Committee") was created to assist the Office of State Planning and Budgeting (OSBP) project the State's annual revenue more effectively. Pursuant to C.R.S. 24-37-302, the OSBP must provide the General Assembly with a revenue estimate for the fiscal year in September.

  • Dawn Conley of Colorado Springs, Colorado, appointed;

Motor Vehicle Dealer Board

The Board licenses and regulates motor vehicle dealers and salespersons. It also works to resolve consumer complaints about dealers, holds hearings and orders corrective action.

Private Occupational School Board

The Private Occupational School Board advises on standards for educational services in private occupational schools. The Board also grants accreditation to schools that meet the standards established by the Board.

State Board of Marriage and Family Therapists Examiners

The State Board of Marriage and Family Therapists Examiners board adopts rules and regulations for the profession, conducts examinations and grants or denies licenses.

State Board of Physical Therapy

The Physical Therapy Board is responsible for the regulations of the practice of physical therapy in Colorado. It also grants licenses to qualified applicants, adopts all reasonable and necessary rules for the administration and enforcement of regulations, supervises unlicensed persons by physical therapists, taking into account the education and training of the unlicensed individuals and the physical therapy of animals, including without limitation, education and clinical requirements for the performance of physical therapy of animals and the procedure of handling complaints to the Department of Regulatory Agencies regarding physical therapy of animals.

for a term expiring January 1, 2026:

State Emergency Medical and Trauma Services Advisory Council

The Council advises the Department of Public Health and Environment on matters relating to emergency medical and trauma services programs. The Council's duties include developing curricula for the training of emergency medical personnel, establishing requirements for ambulance vehicles and services, and determining the eligibility of facilities to receive trauma center designation.

for a term expiring July 1, 2026:

  • Frederic Pieracci of Denver, Colorado, to serve as a board-certified surgeon providing trauma care at a Level 1 trauma center, occasioned by a resignation, appointed.

for terms expiring July 1, 2028:

  • David Donahue of Longmont, Colorado, to serve as a board-certified surgeon providing trauma care at a level III trauma center, appointed;

Stroke Advisory Board

The Stroke Advisory Board evaluates potential strategies for stroke prevention and treatment, and develops statewide needs assessments identifying relevant resources to improve quality of care for stroke patients. Each January 1, the Board submits a report specifying its findings and recommendations to the Colorado Department of Public Health and Environment and the corresponding committees in the State House and State Senate.

  • Jimmie Bailey II of Holyoke, Colorado, to serve as a physician actively involved in stroke care who is board-certified in primary care, appointed.

Judicial Nominating Commissions

There is a judicial district nominating commission for each of Colorado's 22 judicial districts that selects nominees for district and county judicial vacancies. Each district nominating commission is chaired by a justice of the Supreme Court, who is a non-voting member of the commission.

Judicial Performance Commissions

Commissions on Judicial Performance were created in 1988 by the Colorado General Assembly for the purpose of providing voters with fair, responsible and constructive evaluations of judges and justices seeking retention. The results also provide judges with information to help improve their professional skills as judicial officers.

State Commission of Judicial Performance

The State Commission promulgates the Rules Governing Commissions on Judicial Performance and evaluates the Supreme Court justices and Court of Appeals judges.
