Gov. Beshear Makes Appointments to Kentucky Boards and Commissions

FRANKFORT, Ky. (July 31, 2026) - Gov. Andy Beshear has made the following appointments to Kentucky boards and commissions:

Gov. Beshear has appointed Russ Wilkey and Ernesto Scorsone as Special Justices to the Supreme Court of Kentucky for the purpose of hearing and deciding M.M.A. v. Deanna Wise Henschel et al.

• Russ Wilkey of Owensboro is an attorney at Wilkey & Wilson PSC.
• Ernesto Scorsone of Lexington is a retired Fayette Circuit Court judge and a former member of the Kentucky Senate and House of Representatives.

Gov. Beshear has appointed Fred Macke III as Campbell County Property Valuation Administrator.

• Fred Macke III is a certified residential appraiser with Bluegrass Real Property Services LLC. He replaces Daniel Braun.

Gov. Beshear has appointed Felicia Nu'Mann and Patti Minter to the Kentucky Board of Education. The Governor has reappointed Randolph Poe and Julia Pile.

• Felica Nu'Mann of Louisville is the director of the Center of Justice & Policy Initiatives at the Louisville Urban League. She replaces Diana Woods, whose term has expired, and will serve for a term expiring April 14, 2030.
• Patti Minter of Bowling Green is a professor of history at Western Kentucky University and a former member of the Kentucky House of Representatives. She replaces Lee Todd, whose term has expired, and will serve for a term expiring April 14, 2030.
• Randolph Poe of Union is the executive director of the Northen Kentucky Education Council. He will serve for a term expiring April 14, 2030.
• Julia Pile of Florence is the president of Parent Camp Inc. She will serve for a term expiring April 14, 2030.

Gov. Beshear has appointed Greg May to the Kentucky Community and Technical College System Board of Regents to serve for a term expiring July 29, 2030.

• Greg May of Pikeville is the CEO of Utility Management Group. He replaces Barry Martin, whose term has expired.

Gov. Beshear has appointed Michelle Snodgrass-Deimling as a member of the Northern Kentucky University Board of Regents. The Governor has reappointed Victoria Grooms.

• Michelle Snodgrass-Deimling of Cold Spring is a private practice attorney and former commonwealth's attorney for the 17th Judicial Circuit. She replaces Gregory Mecher, who was not confirmed by the Senate, and will serve for the remainder of the unexpired term, which expires Sept. 10, 2031.
• Victoria Grooms of Newport is the director of admissions at Per Scholas. She will serve for a term expiring June 30, 2032.

Gov. Beshear has reappointed Charles "Leon" Owens and Robert Graham Fitch to the Murray State University Board of Regents.

• Leon Owens of Paducah is the president of Swift and Stanley Inc. He will serve for a term expiring June 30, 2031.
• Robert Graham Fitch of Murray is a self-employed dentist. He will serve for a term expiring June 30, 2032.

Gov. Beshear has reappointed Kerri Richardson and Jay Mehta as members of the Kentucky Authority for Educational Television to serve for terms expiring June 30, 2030.

• Kerri Richardson of Louisville is the president of Connexus Public Relations.
• Jay Mehta of Murray is a senior accountant at Trucordia.

Gov. Beshear has appointed John Garrity as a member of the Kentucky Horse Racing and Gaming Corporation to serve for a term expiring July 1, 2029.

• John Garrity of Crestwood is a self-employed veterinarian in the Thoroughbred racing industry.

Gov. Beshear has appointed Kenyetta Pinkston and Elizabeth Markle to the Advisory Council on Autism Spectrum Disorders. The Governor has reappointed Beth McDaniel, Malinda Weiner, Jazz Williams and Micah Peace Urquilla.

• Kenyetta Pinkston of Lexington is a population health director and represents the Department for Public Health. She replaces Mary Lou Nichols, whose term has expired, and will serve for a term expiring July 26, 2030.
• Elizabeth Markle of Bowling Green is a waiver branch manager at the University of Kentucky Human Development Institute and represents the Department for Behavioral Health, Developmental and Intellectual Disabilities. She replaces Shambra Mulder, who resigned, and will serve for the remainder of the unexpired term, which expires Nov. 15, 2026.
• Beth McDaniel of Frankfort is a program administrator and represents the Office of Vocational Rehabilitation. She will serve for a term expiring July 6, 2030.
• Malinda Weiner of Louisville is a library assistant at the Louisville Public Library. She will serve for a term expiring July 6, 2030.
• Jaz Williams of Louisville is a health coordinator with the Kentucky Health Justice Network. He will serve for a term expiring July 6, 2030.
• Micah Peace Urquilla of Louisville is a research and training assistant for the National Center for START Services. They will serve for a term expiring July 6, 2030.

Gov. Beshear has appointed Jon Endonino as a member of the Native American Heritage Commission to serve for a term expiring July 26, 2030.

• Jon Endonino of Richmond is an associate professor of anthropology at Eastern Kentucky University. He replaces Dwight Cropper, whose term has expired.
