CTIA Files Comments Responding to the FCC’s BDC FNPRM

CTIA filed the attached reply comments in response to the FCC's Fifth Broadband Data Collection (BDC) FNPRM. In the reply comments, CTIA highlights record support for a flexible, streamlined coverage restoration process to enable providers to best determine the relevant means of restoring a location while helping to ensure that the National Broadband Map is accurate. We also showcase support in the record to streamline other BDC processes, including eliminating requirements to report fixed services below 25/3 Mbps, 3G mobile broadband availability data, and mobile voice availability data, subject to certain limited carveouts; establishing voluntary best practices for data retention; and automatically affording confidential treatment to certain categories of sensitive BDC data. Lastly, we urge the FCC to update the BDC system as needed to ensure that all facilities-based wireless broadband providers, including any deployments using CBRS and EBS spectrum, make the same biannual BDC submissions required of other wireless providers, regardless of spectrum band, consistent with the Broadband DATA Act.
