National Strategy for Labor Migration in Guinea: A Decisive Step for the Protection of Migrant Workers

On April 15-16, 2025, Guinea took a key step in implementing its National Migration Policy by organizing a technical validation workshop for the national strategy on labor migration. Led by the International Labour Organization (ILO) in partnership with the Ministry of Labor, this event marks a major advancement in protecting migrant workers' rights and promoting gender equality in Guinea.

A National Strategy Based on Human Rights and Gender Equality: Supported by the European Union and the Swiss Development Cooperation, this strategy aims to harmonize national policies with international standards promoted by the ILO. It adopts a human rights-based approach with increased sensitivity to gender issues, ensuring solutions tailored to the country's socio-economic realities. By structuring responses to labor migration challenges, it contributes to inclusive growth and poverty reduction.

Multisectoral Collaboration for a Robust Strategy: The validation workshop brought together 48 participants from sectoral ministries, employer organizations, unions, civil society organizations, and international partners such as the IOM and ILO. It allowed stakeholders to amend the strategy document and its operational action plan while defining the roles and responsibilities of actors in implementation and monitoring-evaluation.

Key Sessions: The sessions highlighted the importance of bilateral agreements for professional mobility, the portability of social rights, and awareness of the socio-economic reintegration of returning migrants. The AGUIPE employment platform was also identified as an essential lever to strengthen access to employment offers both nationally and internationally.

Priorities and Challenges for the Future: Recommendations from the workshop included developing a roadmap for institutional validation, raising awareness of migrant workers' union rights, and strengthening social dialogue to promote the economic benefits of labor migration. The Simandou 2040 project, cited as a major opportunity, reinforced the relevance of this strategic approach.

Towards Institutional Adoption: The workshop consolidated the strategy's ownership by tripartite stakeholders while preparing the next steps for its adoption by the Government. By technically validating this strategy and its action plan, Guinea positions itself in favor of legal labor migration that respects international standards.

With this tool, the Republic of Guinea is embarking on a path of progress that transcends current challenges and guides the country towards an inclusive and sustainable future. The commitment of all actors is now required to transform these promises into tangible reality.
