Today, Governor Joe Lombardo announced the appointment of James Humm as the Director of the Nevada Governor's Office of Energy.
"James has made substantial strides in Nevada's cannabis industry, showcasing his leadership in establishing a regulatory framework that prioritizes public safety while bolstering state revenue," said Governor Joe Lombardo. "His leadership experience in state government will serve him well as the Office of Energy Director, and I look forward to seeing the impactful contributions he will bring to Nevada's energy sector."
"It has been a profound privilege to serve as Executive Director of the Nevada Cannabis Compliance Board since my appointment by Governor Lombardo in December 2023," said Director Humm. "Over the past two plus years, I've had the honor to work alongside dedicated staff, industry, and stakeholders to uphold regulatory guidelines that ensure public health and safety measures for Nevadans and our guests. As I look toward a new horizon in energy, I will advocate for common sense solutions and ingenuity to find affordable options and economic opportunities in the Silver State. I am yet again humbled by Governor Lombardo's faith in me."
During his time at the Nevada Cannabis Compliance Board (CCB), Humm successfully led a 60-page omnibus agency-driven bill to passage. The CCB also completed a licensing round in White Pine County. Additionally, the agency approved the opening of Nevada's first consumption lounges, updated the State's regulatory framework, committed to an educational based compliance approach, and has begun efforts to combat counterfeit cannabis. Industry collaboration on Hemp and the State's Taxation structure are ongoing through the Nevada Cannabis Advisory Commission.
Prior to his work at the CCB, Humm joined the Governor's Office of Economic Development as the office's Director of Public Policy and Government Affairs. Additionally, he was tasked with guiding GOED's public policy and affiliated programs with the end goal of generating economic growth and job creation throughout the State. Preceding the Governor's Office of Economic Development, Humm served as the Deputy Chief of Staff and Legislative Liaison for the Office of the Nevada Attorney General. Humm spent more than 10 years working in the private sector before transitioning to State service. Humm holds a Bachelor of Arts in Economics from the University of San Diego. He is a native Las Vegan.
Humm will transition to the Nevada Governor's Office of Energy on March 30, 2026, replacing Director Dwayne McClinton. Deputy Director Michael Miles has been appointed Acting Director of the Nevada Cannabis Compliance Board. Miles has been the CCB's Deputy Director since January 2020.
