Newport News City Council Takes Bold Action to Fight Blight and Improve Housing

The Newport News City Council has unanimously approved a package of new ordinances aimed at tackling neighborhood blight, unsafe living conditions, and community nuisance issues. The vote comes after months of community input and reflects the city's commitment to responsive leadership and neighborhood revitalization.

"Newport News Speaks. Leaders Listen. And Get Things Done ."

City leaders emphasized that while some ordinances may spark discussion, they are carefully crafted to balance resident concerns, property rights, and neighborhood well-being.

"These ordinances are not about overstepping - they're about stepping up," said Mayor Phillip Jones. "We've heard residents loud and clear. Abandoned and derelict homes, unsafe rentals, and cluttered lots are hurting our neighborhoods. We're responding with tools that hold property owners accountable and protect our community."

City Manager Alan K. Archer added, "This is about improving quality of life and property values. These new measures allow the city to act when owners do not, but always with fairness, notice, and due process."

Approved Ordinances

  • Derelict Buildings & Spot Blight Abatement (Effective October 1, 2025)

Authorizes the city to repair, demolish, or acquire long-abandoned, hazardous properties. Includes work plan requirements, lien authority, and tax abatement incentives.

  • Unsafe Structures (Sec. 13-28) (Effective August 12, 2025)
    Allows the city to secure or repair unsafe buildings when owners fail to act after receiving proper notice. Costs may be recovered through property liens.
  • Debris & Clutter (Sec. 13-180) (Effective October 1, 2025)

Expands nuisance code to address long-term clutter, such as old furniture or covered equipment, left in public view. Enables city-led clean-up and cost recovery.

  • Rental Inspection District 4 - North Sedgefield Area 8 (NSA 8) (Effective January 1, 2026)

Establishes a new rental inspection district to address deteriorating rental housing, ensure code compliance, and improve conditions for renters.
