Update on major projects throughout H-1 and H-201 Moanalua Freeway system

HONOLULU - The Hawaiʻi Department of Transportation (HDOT) notifies highway users of the continuation of current improvement projects on the H-1 Freeway, the H-201 Moanalua Freeway, as well as their typical work schedules.

H-1 and H-2 Pavement Rehabilitation

This project includes the removal of existing concrete pavement, followed by replacement with 325 precast concrete panels. The project area has been divided into three sections: H-1 west- and eastbound at the Makakilo Interchange, H-1 west- and eastbound at the Kunia Interchange, and H-2 north- and southbound at the H-1/H-2 Merge.

The typical work schedule will be from 8 p.m. to 4 a.m. on Sunday through Thursday evenings except for the H-1 westbound section at the Kunia Interchange. Due to conditions observed in the field during the surveying period, work in this section will be performed from 9 p.m. to 5 a.m. the following day. All ramps will remain open during this work. The estimated completion date of the project is March 2027.

H-1 Pearl City and Waimalu Viaduct Improvements

Crews continue paving the H-1 Freeway in the westbound direction between the Hālawa Interchange and the H-1/H-2 split throughout the week. The typical schedule on weeknights is Tuesday through Thursday from 7 p.m. to 4:30 a.m. The weekend work schedule is nightly, on Friday from 7 p.m. to Saturday 6 a.m., and Saturday 7 p.m. to Sunday 8 a.m. Remaining work includes westbound grate replacement, final striping and finishing work in both directions. The estimated completion date of this project is March 2027.

H-1 Salt Lake Pavement Rehabilitation

Paving work nears completion in the eastbound direction between the Pearl Harbor Interchange and the Salt Lake Boulevard underpass, with three right lanes continuously closed from 6:30 p.m. Friday to 2 a.m. Monday. A fourth lane will be closed at various times throughout the weekend to work on the third lane from the right. Hours vary by day and are as follows:

  • 7 p.m. Friday to 4:30 a.m. Saturday
  • 7 p.m. Saturday through 7 a.m. Sunday

This will reduce the open lanes through the work area from two lanes to one lane during these hours.

Final striping work will close three lanes in the westbound direction between the Airport Viaduct and the 'Aiea /Pearlridge off-ramp (Exit 13A). This is scheduled as daytime work on Sunday, from 8 a.m. to 6 p.m. Eastbound striping work is anticipated to begin in mid-July. Remaining work includes eastbound striping, rumble strip and sign installations, and finishing work in both directions. Guardrail installations throughout the project area were completed as of June 2026. The estimated completion date for this project is August 2026. This is updated from the previously stated May 2026.

Eastbound H-1 Freeway Improvement Project - from the Ola Lane Overpass to the Likelike Highway Off-Ramp

The full closure of the H-1 Freeway between the Middle Street merge and the Likelike Highway off-ramp for the installation of the temporary pedestrian bridge near the Gulick Avenue Overpass is scheduled for the evening of Saturday, July 11 from 8 p.m. to 8 a.m. the following day, weather permitting. Crews will erect a temporary Pedestrian Bridge that spans both directions of H-1 Freeway adjacent to the existing Gulick Avenue Overpass. The bridge superstructure will be lifted and set onto its prepared abutments using rollers and heavy equipment to push the bridge from Makai abutment to Mauka abutment. Crews continue work daily on Richard Lane and Gulick Avenue respectively, with an alternating single lane closure, Monday through Friday, from 8:30 a.m. to 5 p.m. for utility relocation, in support of the widening of the freeway. Beckley Street is fully closed for daily waterline work from 7 a.m. to 3:30 p.m. on weekdays. Outside of work hours Beckley Street remains closed at the intersection of Gulick Avenue and is open to local traffic from the Diamond Head end of the street.

Widening and retaining wall work on the H-1 Freeway eastbound was completed in December 2025. The estimated completion date for the Eastbound H-1 Freeway Improvements Project is February 2028, weather permitting. This is updated from previously estimated October 2027. H-1 Freeway Resurfacing - Miller Street Overpass to the Kapiolani Interchange  

Resurfacing of the H-1 Freeway in either direction, between the Miller Street Pedestrian overpass and the Kapiʻolani Boulevard interchange, was completed under this project's scope between October 2023 - October 2024. This final phase to resurface, repair and/or reconstruct associated cross- and frontage streets within the project limits and bring guardrails, pavement markings and lighting up to current design standards began Sunday, June 21 as night work. The cross- and frontage streets that are part of this project are:

  • Ward Avenue Overpass (Kīnaʻu Street to Lunalilo Street)
  • Lunalilo Street (Keʻeaumoku Street to H-1 Freeway On-Ramp)
  • Keʻeaumoku Street Overpass (Matlock Avenue to Vicinity of Makiki District Park)
  • Punahou Street Overpass (Bingham Street to Westbound H-1 Freeway On-Ramp)
  • Bingham Street (Punahou Street to Isenberg Street)
  • McCully Street Overpass (Beretania Street to Metcalf Street)
  • Waiaka Road (Kapiʻolani Boulevard to Waiaka Place)

Crews will close a single-lane on the right-hand side of the eastbound H-1 Freeway at the Kīnaʻu Street off-ramp (Exit 22) from 8:30 p.m. to 4:30 a.m., nightly along the Kīnaʻu Street off-ramp. The ramp will be closed during this work. The typical work schedule will be nightly Sunday -Thursday, 8:30 p.m. to 4:30 a.m. on the freeway and ramps, and daytime Monday - Friday, 9 a.m. to 3 p.m. on the overpasses and frontage streets. This work excludes holidays.

Crews will move throughout the project area as work is completed, each work zone will be announced as scheduled. The estimated completion date of this work is December 2027.

H-201 Moanalua Freeway Resurfacing - From the H-3 Freeway to Fort Shafter

Recent severe weather events, supply challenges preventing construction and crew availability caused this work to be paused in March 2026. Work has resumed with the nightly closure of three lanes on the westbound H-201 Moanalua Freeway.

Three lanes will be closed nightly on the westbound H-201 Moanalua Freeway between Moanalua Gardens and the Hālawa Interchange for repaving work. Work hours are nightly from 9 p.m. to 5 a.m. Sunday through Thursday.

Remaining work for the H-201 Moanalua Freeway Repaving includes striping of the westbound Moanalua Freeway between Moanalua Gardens and the H-3 overpass, as well as the paving and restriping of the eastbound Moanalua Freeway between the H-3 overpass and Red Hill. All work will be announced as it is scheduled. The estimated completion date of this work is March 2027; this is updated from a previously estimated completion date of January 2027.

HDOT reminds motorists to drive with caution, be aware of all traffic control signs and barriers and plan commutes ahead of time. Special duty police officers will be on-site assisting with safety procedures.

Please note all work is weather permitting. The final completion date of this project is subject to change per these conditions.
