Mayor Andre Dickens and City Leaders Make Case for Neighborhood Reinvestment Initiative as Review Continues

ATLANTA-The Dickens Administration's Neighborhood Reinvestment Initiative (NRI) legislation was outlined by Mayor Dickens and Administration officials at the Atlanta City Council Community Development / Human Services Committee. Mayor Dickens The legislation will now head to Council's Finance/Executive Committee.

Rather than pushing for an immediate vote, Mayor Dickens said the Administration would spend the next two weeks continuing to work with Councilmembers, answer questions and gather additional feedback before the legislation returns for consideration. The legislation is moving on to the Finance Executive Committee for review tomorrow, Wednesday, May 27, 2026.

"We have been responsive to this council's feedback, to the community's feedback, and to our partners," said Mayor Dickens. "We've hosted dozens of sessions and meetings, and we have improved the plans through iterative improvements by talking with you all and talking to the community."

The Mayor said he welcomes the opportunity to continue refining the proposal while maintaining focus on the challenges residents face today. They are growing up right now."

The NRI legislation is focused on confronting persistent inequities in South and West Atlanta, where challenges related to housing, education, economic opportunity, food access, public safety and health continue to impact residents' quality of life and long-term outcomes.

The package is built around six interconnected reforms, including a new NRI Impact Framework, the extension of six Tax Allocation Districts, creation of a City Council-controlled NRI Trust Fund, updates to the Invest Atlanta intergovernmental agreement, reforms to TAD Advisory Committees, and a comprehensive Anti-Displacement Playbook featuring more than 20 proposed protections for legacy residents and businesses.
