D’Orsie Seal of Biliteracy Bill Clears the Senate

HARRISBURG - Rep. Joe D'Orsie (R-Manchester) announced today that his bill to establish the State Seal of Biliteracy is headed to the governor's desk after passing the Senate unanimously.

The Seal of Biliteracy would recognize students who demonstrate proficiency in English and at least one other language upon graduation. House Bill 1877 strengthens the already existing program by making it accessible to every student in the Commonwealth.

"Biliteracy is a skill that is undoubtedly attractive to employers, and it's a skill worthy of recognition," said D'Orsie. "While we continue to lose young talent in Pennsylvania to nearby states, this is a small step to retain graduating seniors who showcase a very marketable skill."

This industry-recognized state seal would promote college and career readiness and boost opportunities for graduating students. Biliteracy broadens skillsets that employers want in the workforce. There is no projected cost or fiscal impact on taxpayers.

The bipartisan bill was approved unanimously by the House in May.

"This bill was inspired by my high school Spanish teacher. I'm proud to have garnered unanimous support for it every step of the way," said D'Orsie.
