Connectivity is a major strategic component in both the military and civilian spheres. In its State of the Digital Decade 2025 report published on 16 June 2025, the Commission acknowledges that 'the EU's autonomy in the field of communications is undermined by the EU's heavy reliance on non-European satellite systems, a critical dependency starkly revealed during the war in Ukraine, when SpaceX threatened multiple times to interrupt the delivery of Starlink satellite services'.

This welcome acknowledgement must now be put into practice through the adoption of independent and sovereign solutions in the EU.

  • 1.What solutions at EU level has the Commission identified in the high-speed and low-latency space connectivity sector?
  • 2.As part of the Digital Decade, what measures does the Commission plan to put forward to enable the EU to catch up with China and the United States, and to promote the deployment of fully European satellite systems that offer independent, resilient, secure and economically sustainable connectivity?
  • 3.Given that Starlink satellites and terminals are estimated to cost up to ten times less than those made by their competitors, what leverage does the Commission intend to apply in order to close this competitiveness gap for the EU?
