ARLINGTON, Va. -- On at least ten occasions since World War II, the President has mobilized National Guard troops for missions within the borders of the U.S. and retained them under federal authority. All these instances would fall within the broad confines of the Constitution, which authorizes the President to call up the militia "to execute the Laws of the Union, suppress Insurrections and repel Invasions."
