PUC Schedules Hearings to Gather Public Input on Proposed Rate Increase Requested by UGI Utilities Inc. - Electric Division

Early June in-person public input hearings scheduled in Luzerne County, along with telephonic hearings

HARRISBURG - The Pennsylvania Public Utility Commission (PUC) will hold a series of in-person and telephonic hearings in early-June to gather public input on the proposed rate increase requested by UGI Utilities Inc. - Electric Division (UGI Electric). UGI Electric provides electric distribution services to approximately 63,000 customers in Luzerne and Wyoming counties.

On March 27, 2026, UGI Electric filed a request to increase annual overall revenue by nearly $17.3 million (about 11.9%). On April 16, 2026, the PUC voted to suspend and investigate the company's request which as proposed would result in the total monthly bill for a residential customer, using 1,000 kilowatt hours per month, increasing from $200.50 to $226.23 (12.8%).

A final decision by the Commission on this rate increase request is due by Jan. 1, 2027.

Administrative Law Judges Steven K. Haas and Chad L. Allensworth will preside over the hearings.

Registering for the Telephonic Hearings

Pre-registration is encouraged but not required. If you choose to pre-register, please do so by Noon on Monday, June 8, 2026. Individuals will testify in the order in which they pre-register, although priority may be given to customers of UGI Electric and legislators. You may pre-register by email or by phone.

To pre-register by email, please email the presiding officers legal assistant, Cadi Eberly, at [email protected], and provide:

  • Your first and last name.
  • The time of the hearing at which you wish to testify.
  • The phone number you will be using to call into the public input hearing.
  • If you require an interpreter to participate in the hearing, the language of the interpreter.

To pre-register by phone, please call the Administrative Law Judge's office at 717-787-1399 and provide:

  • Your first and last name.
  • The time of the hearing at which you wish to testify.
  • The phone number you will be using to call into the public input hearing.
  • A phone number where you can be reached prior to the hearing.
  • Your email address, if you have one.
  • If you require an interpreter to participate in the hearing, the language of the interpreter.

If you need assistance pre-registering for a hearing, you may have someone help you register, but they will need to provide all the required information. Additionally, if more than one person in your household would like to testify, one person may pre-register for other individuals in the same household but will need to provide all the required information for everyone.

Requests for Interpreters

If you require an interpreter, please pre-register as soon as possible. If you register too close to the hearing date, we may not have enough time to arrange for an interpreter. If you request an interpreter, we will make every reasonable effort to have one present.

Hearing Exhibits

If you intend to present any documents or exhibits at a public input hearing, you must email one copy to the Presiding Officers via the Legal Assistant, Cadi Eberly, at [email protected] and one copy each must be sent to every active party listed on the hearing notice. All copies must be received by Noon the business day immediately before the hearing. Proposed exhibits should be properly pre-marked for identification purposes.

If you filed a formal complaint in this proceeding, you may not testify at a public input hearing and also at an evidentiary hearing.

Offering Testimony at a Public Input Hearing

The PUC offers tips on how to participate in a public input hearing, including:

  • Prepare what you are going to say beforehand. Even though it is not required, you may want to write out your statement, which can be read.
  • Any formal testimony that is offered during the hearing will become part of the record on which the PUC will issue its final decision.
  • Understand that parties in the case may want to ask you a question to clarify something you said.
