CONSUMER CREDIT DIVISION ACTIVITY

Fresh Start Funding, LLC d/b/a Open Wallet

On September 9, 2025, the Commissioner entered into a Consent Order ("Consent Order") with Fresh Start Funding, LLC d/b/a Open Wallet (NMLS # 1864357), ("Fresh Start"), Tempe, Arizona. The Consent Order was based on an investigation by the Consumer Credit Division. As a result of such investigation, the Commissioner alleged that between August 2021 and the present, Fresh Start facilitated consumer financing of legal fees by extending lines of credit to law firms and receiving payments on loans to Connecticut borrowers for such legal fees without a small loan company license, in violation of subdivision (4) of Section 36a-556(a) of the Connecticut General Statutes, in effect at such time. As part of the Consent Order, Fresh Start paid $1,200 as back licensing fees.
