Project Announcement: Audit of the DoD's Oversight and Military Services' Implementation of Barracks Improvement Directives (Project No. D2025-D000RK-0130.000)
Audit
The purpose of this memorandum is to notify you that we are initiating the subject audit. The objective of this audit is to assess the DoD's oversight and implementation of the November 2024 Deputy Secretary of Defense Memorandum directives for improving barracks conditions. Specifically, we will perform a high-level programmatic review to:
• evaluate the effectiveness of the DoD's oversight of and guidance to the Military
Services,
• assess the comprehensiveness of long-term maintenance plans for improving
barracks, and
• assess the reported progress made towards achieving measurable improvements in
prioritized barracks by meeting habitability standards through targeted upgrades.
We may revise the objective as the audit proceeds, and we will also consider suggestions
from management for additional or revised objectives. We plan to perform this audit in
accordance with the Government Accountability Office's generally accepted government
auditing standards.
