The FY 2027 Homelessness Response Framework and Funding Plan focuses on several key service areas, including:

  • Homelessness prevention, outreach, and navigation: Continued investments in programs that connect people experiencing homelessness with resources, including case management and housing navigation services.
  • Day services and interim housing: Support for programs that provide essential services and temporary shelter options.

As part of the plan, the City Council will consider agreements with community partners to support shelter and outreach services:

  • Good Samaritan Shelter: A proposed one-year agreement for $200,000 to provide seven shelter beds and related services at the Dignity Moves Interim Housing site.
  • City Net: A proposed one-year agreement for $561,364.17 to provide street outreach services seven days a week and manage referrals for City-funded shelter beds at Dignity Moves and Casa Cacique.

If approved, these agreements will continue supporting shelter access, outreach efforts, and coordinated services for people experiencing homelessness as part of the City's FY 2027 homelessness response strategy. Additional key agreements, including the FARO Center operations agreement and the Casa Cacique operations agreement, will be presented for consideration at the September 1, 2026 City Council meeting.
