Sparks City Council Highlights September 14, 2026

Sparks, NV - The following are highlights from the September 14, 2026, Sparks City Council meeting.

Announcements, Presentations, Recognition Items, and Items of Special Interest:

  • Mayor Ed Lawson proclaimed September 23, 2026, as Truckee Meadows Tomorrow's Accentuate the Positive Day to celebrate people, organizations, and community efforts that contribute to a thriving and connected Sparks community.

General Business

Council appointed:

  • Brett McElhaney as the registered professional structural/civil engineer and Matthew Myres as the mechanical engineer or mechanical/plumbing contractor, to the Sparks Building Code Board of Appeals, each for two-year terms ending September 30, 2028.

Council approved:

  • A not-to-exceed $800,000.00 forensic services agreement for FY26-27 between the Washoe County Sheriff's Office and the Sparks Police Department.
  • An Impact Fee Credit Agreement with 5 Ridges Development Company, Inc. providing $513,820.00 in impact fee credits that may be used to pay for future flood control fees within Impact Fee Services Area No. 1.

Public Hearing and Action Items Unrelated to Planning and Zoning

Council held public hearings and approved:

  • An Ordinance amending "Business Licenses, Taxes and Regulations" of the Sparks Municipal code to redefine the chief license officer, modernize the business license application, denial, appeal, and enforcement processes, update administrative references throughout the title, standardize language for clarity and consistency, and providing for other matters properly related thereto.
  • The Community Development Block Grant Consolidated Annual Performance and Evaluation Report for Program Year 1 of 5, FY25-26 for submittal to the United States Department of Housing and Urban Development.

Planning and Zoning Public Hearings and Action Items

Concerning a 1.88-acre parcel at 3940 Pyramid Way, Council held public hearings and approved:

  • A resolution certifying a Comprehensive Plan land use amendment to change the Comprehensive Plan land use designation from Large Lot Residential to Commercial.
  • A bill to rezone the site from SF 40 (Single-Family Residential) to C2 (General Commercial).
  • A request for a conditional use permit to allow the establishment of a 108,900-square-foot mini-warehouse on the site.

Council also held public hearings and approved:

  • A bill to amend the final approved plan for Sparks Galleria planned development to:
    • Increase the number of fuel dispensing nozzles from 18 to 24 and add sign standards at the existing Costco fuel station.
    • Distinguish traditional convenience stores with fueling stations from the gasoline service station use currently associated with the retail membership warehouse.
    • Clarify service station uses.
    • Specify canopy signage for both convenience and gasoline service stations.
