Council of Ministers adopts National Action Plan for the Implementation of the UN Guiding Principles on Business and Human Rights 2026-2029

04.08.2026

The Council of Ministers, at the request of the Minister of Foreign Affairs, adopted the National Action Plan for the Implementation of the United Nations Guiding Principles on Business and Human Rights 2026-2029. The document reinforces the state's measures to protect human rights in the context of business activity and promotes responsible business practices by entrepreneurs.

The adoption of the third edition of the National Action Plan follows up on Poland's efforts aimed at implementing the UN Guiding Principles on Business and Human Rights adopted by the UN Human Rights Council in 2011. The document also takes into account the Council's recommendations regarding the implementation of recommendations of the United Nations, the European Union, and the Council of Europe concerning the preparation and implementation of national action plans in this area.

The National Action Plan sets out public administration measures aimed at strengthening the protection of human rights in the context of business activity and supporting responsible business practices by entrepreneurs. It covers both ongoing activities and new initiatives to be implemented by competent ministries and public institutions in 2026-2029.

Work on the document was coordinated by the Ministry of Foreign Affairs in cooperation with competent ministries and public institutions. The draft was also consulted with social partners.

The New National Action Plan takes into account the experience gained from previous editions and current challenges related to respecting human rights in business activity. It covers, among others, the development of international and European standards for responsible business conduct and due diligence.

As the National Action Plan's coordinator, the Ministry of Foreign Affairs will monitor its implementation in cooperation with competent ministries and institutions. It will also engage in dialogue with representatives of the business community, social organisations, and academia.
