Congressman Pat Ryan Votes Against Bill Funding ICE's Unconstitutional Overreach

ICE already has a budget larger than most militaries and is operating without federal oversight in cities across the country

The Administration has continuously refused to hold ICE accountable, including after an ICE agent shot and killed an unarmed woman in Minnesota; new reporting on an internal ICE memo reveals agents will now be allowed to enter homes without warrants, a clear violation of the Constitution

The Hudson Valley community has made their opposition to current ICE operations clear; more than 10,000 community members - and counting - have signed onto Ryan's petition opposing ICE moving into Orange County

CHESTER, NY - Today, Congressman Pat Ryan voted no on a bill that funds ICE through 2026 without imposing any guardrails or restrictions on the agency's behavior.

The Trump Administration has continuously refused to hold ICE accountable including after an ICE agent shot and killed an unarmed woman in Minnesota. Now, an internal ICE memo has revealed that agents will be allowed to enter people's homes without warrants - a clear violation of the Constitution's "right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures."

The Hudson Valley has made their opposition to current ICE operations clear. When the Washington Post reported that a warehouse in Orange County would be used as part of a larger ICE plan to house 80,000 immigrants nationwide, the community immediately voiced and demonstrated their strong backlash. Ryan released a petition in opposition to the proposal, which gained more than 10,000 signatures - and counting - within a week.

"ICE already has a budget that is larger than most countries' militaries. The Administration absolutely refuses to hold the agency accountable - giving them the green light to use excessive force to move into our communities, terrorize our neighbors, and make us all less safe. It's dangerous, un-American, and the exact opposite of everything our community stands for," said Congressman Pat Ryan. "The President promised to focus on deporting violent criminals, but instead we're seeing innocent civilians harassed, detained, and even killed. Now they're claiming they can enter Americans' homes without warrants - a blatant violation of the Constitution. With this vote, our Hudson Valley community is sending a strong, united message: we strongly reject ICE's abuse of power."

Despite the massive expansion of enforcement authority, Republicans refused to include common-sense safeguards, including:

  • Requiring ICE agents to obtain judicial warrants before making arrests
  • Mandating the use of body-worn cameras during enforcement operations
  • Prohibiting masks or face coverings during routine enforcement
  • Establishing clear, enforceable use-of-force standards
  • Explicitly banning the detention or deportation of U.S. citizens

Community members are still encouraged to sign this petitionin opposition to the proposed facility as Hudson Valley-wide backlash to DHS's plan to move ICE into Chester continues to grow.
