Impact of ReFuelEU Aviation on the current crisis in the aviation fuels market

Impact of ReFuelEU Aviation on the current crisis in the aviation fuels market

23.4.2026

Question for written answer E-001676/2026
to the Commission
Rule 144
Kosma Złotowski (ECR)

The disruption in the Strait of Hormuz has caused major shocks to global oil supplies. The International Energy Agency warns that the European Union has sufficient aviation fuel reserves for about six weeks and that there may be systemic shortages of aviation fuel in the near future. Member States, as well as the European Union itself, are therefore calling on individuals and businesses to save fuel and reduce travel.

Airlines are already cancelling flights and grounding part of their fleets. Lufthansa has announced that it is cutting 20 000 short-haul flights over the summer on account of the sharp increase in fuel prices and the drop in profitability of many routes. Other airlines are also temporarily reducing connections or increasing ticket prices, passing on the rising costs to passengers.

In light of the above:

  • 1.Is the Commission analysing how Regulation (EU) 2023/2405 and its implications are affecting the current crisis situation, in particular the availability and price of aviation fuel and, more broadly, the cost of airfares?
  • 2.Is the Commission considering introducing flexibility mechanisms under Regulation (EU) 2023/2405, e.g. through implementing and delegated acts, enabling the suspension or adjustment of mandatory SAF blending levels in the event of serious disruptions in the fuel market?
  • 3.In the event of a prolonged crisis in the availability of fuels, including aviation fuel, is the Commission considering proposing a reform of the ReFuelEU Aviation Regulation and, if so, what direction might such a reform take?
