SIIA Statement on Executive Order on State AI Laws

December 12, 2025

The following statement can be attributed to Paul Lekas, Executive Vice President, the Software & Information Industry Association (SIIA).

A clear federal framework, including appropriate preemption, is essential to avoid a fragmented patchwork of state laws that would create uncertainty, increase compliance costs, and disproportionately hinder innovation. SIIA appreciates the Administration's recognition that a coordinated federal approach is necessary and for outlining steps to address these challenges. Ultimately, durable and comprehensive preemption must be established by Congress, which is best positioned to provide long-term legal certainty. This week, SIIA released a Federal AI Legislative Roadmap that outlines a practical path for Congress to harness the opportunity of enacting a national, principles-based approach to AI that would address legitimate concerns without stifling innovation.
