Contracts for Aug. 18, 2026

NAVY

ADRS LLC, Honolulu, Hawaii, is awarded a $249,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for architect-engineer (A-E) services. This contract provides multi-discipline A-E services for architectural projects at various locations under the cognizance of Naval Facilities Engineering Command (NAVFAC), Pacific. Work will be performed at various locations within the NAVFAC Pacific area of responsibility including but not limited to Guam/Marianas (50%), Hawaii (10%), Australia (10%), and other locations (30%). The term of the contract is not to exceed 60 months with an expected completion date of August 2031, or until all task orders have been completed. Fiscal 2026 planning and design (Navy) funds in the amount of $25,000 are obligated for the minimum guarantee of this award and will not expire at the end of the current fiscal year. Future task orders will be primarily funded by military construction and operation and maintenance funds. This contract was competitively procured via the sam.gov website with one offer received. BAE Systems Land & Armaments L.P, Maple Grove, Minnesota, is awarded a $169,216,659 firm-fixed-price modification to a previously awarded contract (N00024-24-C-5324) to exercise options for MK 41 Vertical Launching System canister and ancillary equipment production. This contract combines purchases for the U.S. (53%); and the governments of Australia (23%), Japan (13%), and the Netherlands (11%), under the Foreign Military Sales (FMS) program. Work will be performed in Aberdeen, South Dakota (90%); and Minneapolis, Minnesota (10%), and is expected to be completed by April 2031. Fiscal 2025 weapons procurement (Navy) funds in the amount of $43,003,506 (25%); FMS (Australia) funds in the amount of $38,206,496 (23%); FMS (Japan) funds in the amount of $21,191,242 (13%); fiscal 2026 defense-wide procurement funds in the amount of $20,531,146 (12%); FMS (Netherlands) funds in the amount of $18,687,960 (11%); fiscal 2025 defense-wide procurement funds in the amount of $17,442,096 (10%); fiscal 2026 weapons procurement (Navy) funds in the amount of $4,963,113 (3%); fiscal 2024 defense-wide procurement funds in the amount of $4,152,880 (2%); and fiscal 2026 missile procurement (Army) funds in the amount of $1,038,220 (1%), will be obligated at time of award, of which $4,152,880 will expire at the end of the current fiscal year. Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $29,600,000 firm-fixed-price order (N0001926F0236) against a previously issued basic ordering agreement (N0001924G0010). This order procures F-35 pilot flight equipment in support of Lot 18-19 aircraft deliveries and operational aircraft for the Air Force, Marine Corps, Navy, Foreign Military Sales (FMS) customers, and non-U.S. Department of War participants. Work will be performed in London, United Kingdom (96.15%); Greenville, Texas (3.81%); and Grand Rapids, Michigan (0.04%), and is expected to be completed in July 2029. Fiscal 2024 aircraft procurement (Air Force) funds in the amount of $11,198,507; fiscal 2024 aircraft procurement (Navy) funds in the amount of $9,065,485; FMS customer funds in the amount of $4,041,027; and non-U.S. Department of War participant funds in the amount of $5,294,981, will be obligated at the time of award. General Dynamics Mission Systems, Manassas, Virginia, is awarded a $15,631,811 cost-plus-incentive fee, cost-plus-fixed fee, and cost-only modification to a previously awarded contract (N00024-25-C-6260) to exercise options for shipset production, engineering, and installation support to perform software and hardware systems development, production, and platform installations. Work will be performed in Manassas, Virginia (30%); Groton, Connecticut (25%); Las Vegas, Nevada (25%); Port Orchard, Washington (10%); Chesapeake, Virginia (4%); Pearl Harbor, Hawaii (2%); San Diego, California (2%); and Kings Bay, Georgia (2%), and is expected to be completed by August 2027. Fiscal 2026 research, development, test and evaluation (Navy) funds in the amount of $2,717,669 (98%); and fiscal 2020 shipbuilding and conversion (Navy) funds in the amount of $69,909 (2%), will be obligated at time of award and will not expire at the end of the current fiscal year. Overland AI Inc.,* Seattle, Washington, is awarded a $14,305,444 firm-fixed-price contract for the development, integration and testing of a modular, formation-based mission autonomy capability on a heavy commercial vehicle platform. This contract provides for the integration of a mature autonomy stack onto six commercially available heavy-duty trucks to enable robust off-road autonomous driving in support of combat engineer operations. The effort also includes the design, implementation and integration of modular mission payloads, including the M58 Mine Clearing Line Charge, a commercial-off-the-shelf mine roller, lane marking system and counter-unmanned aircraft system. This contract is a Small Business Innovation Research Phase II effort under topic A244-003, "Autonomous Breaching Capability." Work will be performed in Seattle, Washington, and is expected to be completed in October 2027. Fiscal 2025 research, development, test and evaluation (Defense Wide) funds in the amount of $13,975,740; and fiscal 2026 research, development, test and evaluation (Army) funds in the amount of $329,705, will be obligated at the time of award. This contract was not competitively procured. Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N6833526C1060).

The University of Connecticut (UConn), Storrs, Connecticut, is awarded a $13,617,790 cost-reimbursement contract for applied research to advance undersea vehicle technologies. UConn and the University of Rhode Island (URI) are partners at the National Institute for Undersea Vehicle Technology (NIUVT). Together, via the NIUVT partnership, the universities have over eight years of past performance conducting and delivering fundamental and applied research for the benefit of the Navy and its shipbuilders in Southern New England. URI will work with UConn to address some challenges in the engineering of acoustics, sensors and signal processing, advanced materials and structures, human factors, propulsion enabling technology, systems engineering, and underwater energy systems. Work will be performed in Storrs, Connecticut (50%); and Kingston, Rhode Island (50%), and is expected to be completed in August 2031. The total cumulative value of this contract, including a 60-month base period with no options, is $13,617,790. Fiscal 2025 research, development, test and evaluation (Navy) funds in the amount of $13,617,790 are obligated at the time of award and will expire at the end of the current fiscal year. This contract was competitively procured under long range broad agency announcement (BAA) (N0001425SB001) entitled "Long Range Broad Agency Announcement for Navy and Marine Corps Science and Technology." Since proposals will be received throughout the year under the Long-Range BAA, the number of proposals received in response to the solicitation is unknown. Nikira Labs, Inc.,* Mountain View, California, was awarded a $12,924,874 firm fixed price modification to a previously awarded contract (N00024-25-C-4303) for continued development, production, and installation for the spectroscopic total air monitor on U.S. Navy submarines. Work will be performed in Mountain View, California and is expected to be completed by April 2030. Fiscal 2026 other procurement (Navy) in the amount of $12,924,874 will be obligated at the time of award and will not expire at the end of the current fiscal year. ARMY

Federal Contracting Inc., Colorado Springs, Colorado, was awarded a firm-fixed-price contract for the design-bid-build construction of a ground-based strategic deterrent consolidated maintenance facility. The amount of this action is $143,178,782, with a total cumulative face value of $148,264,645. Bids were solicited via the internet with four received. Work will be performed in Cheyenne, Wyoming, with an estimated completion date of Dec. 31, 2029. Fiscal 2025 military construction, defense-wide funds in the amount of $143,178,782 were obligated at the time of the award. DEFENSE LOGISTICS AGENCY

Stryker Sales, Portage, Michigan, has been awarded a maximum $100,000,000 modification (P00020) exercising the five-year option period of a five-year base contract (SPE2D1-22-D-0001) with one five-year option period for patient monitoring and capital equipment. This is a fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract. The ordering period end date is Sept. 30, 2031. Using customers are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2026 through 2031 defense working capital funds. WASHINGTON HEADQUARTERS SERVICES

QCM Inc., Falls Church, Virginia, has been awarded an indefinite-delivery/indefinity-quantity contract (HQ003426DE017) with a value of $32,562,887. The purpose of this contract is to provide preventative maintenance, predictive maintenance, and corrective maintenance at the Pentagon heating and refrigeration plant. Work will be performed at the Pentagon, Arlington, Virginia. The estimated completion date is Aug. 30, 2031. The total amount of the contract if all options are exercised is $74,258,567.
