October 24, 2025 West Virginia Releases RFP for One Stop Shop Permitting Portal ...

CHARLESTON, W.Va. - Today, Governor Patrick Morrisey announced the West Virginia Department of Administration has released a Request for Proposals (RFP) for the development of a new online portal to support the State's One Stop Shop Permitting Program. The program was established under House Bill 2002, which was introduced at the request of Governor Morrisey.

The project, announced earlier this year, aims to create a centralized, public-facing dashboard where individuals and businesses can identify the permits, licenses, and approvals required to start and maintain operations in West Virginia, while also promoting efficiency, transparency, and accessibility in state government.

"Speed matters when it comes to economic growth," said Governor Morrisey. "We're cutting through the red tape and speeding up the permitting process so businesses can invest, expand, and create jobs faster than ever. The One Stop Shop Permitting Portal reflects our commitment to driving West Virginia's economy through initiatives that create a smarter, more efficient government."

"We're excited to see the next phase of this project move forward," said Department of Administration Cabinet Secretary Eric Householder. "This portal will change the landscape for licensing and permitting among West Virginia's state agencies, creating a more efficient, user-friendly experience for both businesses and the public they serve."

As outlined in West Virginia Code ยง5A-13-1 et seq., the One Stop Shop Permitting Program will incorporate processes from multiple agencies, including:

  • The Department of Commerce
  • The Department of Environmental Protection
  • The Office of Environmental Health Services
  • The Department of Revenue (excluding the Lottery, Lottery Commission, and Division of Financial Institutions)
  • The Department of Tourism
  • The Department of Transportation (excluding the Division of Motor Vehicles)
  • The Secretary of State

Vendor Questions are due on November 3. Proposals are due by November 20 at 1:30 pm.
