7th Training Edition on EU Accession for Officials of Ukrainian Central Government Bodies, Focusing on the Internal Market, started with the EU support

The 7th edition of the Tailored Onsite Knowledge and Analytical Skills Programme on European Integration for Ukrainian officials of central government bodies, implemented under the EU-funded Natolin4Capacity Building Phase II (N4CB-II) project, will begin on 21 April 2026 at the College of Europe in Natolin (Warsaw, Poland).

Running until 29 May 2026, the training programme will focus on EU accession negotiation Cluster 2 - "Internal Market," covering policy areas related to the free movement of goods, services, capital, and persons, as well as competition and consumer protection.

Eight participants have been selected through a competitive process, representing the Ministry of Education and Science of Ukraine, the Ukrainian National Office for Intellectual Property and Innovation (UANIPIO), the Deposit Guarantee Fund, the State Audit Service of Ukraine, and the State Service of Ukraine on Medicines and Drugs Control (SMDC).

Since May 2025, this edition is the second group dedicated to Cluster 2, ensuring continuity in capacity building in this negotiation area.

The launch of the 7th edition follows the completion of the 6th edition of the programme, which was held from 1 March to 10 April 2026 and focused on Cluster 4 - "Green Agenda and Sustainable Connectivity."

Participants of the previous edition reflected on the value of the programme:

"The N4CB programme did not provide ready-made solutions, and that is precisely what made it more valuable, as it encouraged me to think more broadly. I will now apply these skills and knowledge in the approach I take in my daily work," said Daria Hoshtuk from the Ministry of Energy of Ukraine.

"The programme enhanced my knowledge and provided me with a range of practical tools to support reform processes," noted Inna Bodak from the Ministry of Economy, Environment and Agriculture of Ukraine.

"Participation in the programme helps you become a highly competent professional… We need many people who have a stronger understanding of the European integration process," emphasised Dmytro Melnyk from the Administration of the State Service of Special Communication and Information Protection of Ukraine.

The programme combines academic lectures, expert sessions, study visits, and analytical work, supporting participants in developing the skills required to contribute effectively to Ukraine's EU accession process.

Since May 2025, 49 representatives of Ukrainian central public institutions have completed the programme at the College of Europe in Natolin, contributing to the steady development of institutional capacity across the public administration.

Further training editions are scheduled in 2026:

  • The 8th edition will be implemented from 08 June to 17 July 2026 and will focus on Cluster 3 - "Competitiveness and Inclusive Growth."

  • The 9th edition will take place from 27 July to 04 September 2026 and will cover Cluster 5 - "Resources, Agriculture and Cohesion" and Cluster 4 - "Green Agenda and Sustainable Connectivity."

Natolin4Capacity Building Phase II - Strengthening Ukrainian Public Administration for EU Integration (N4CB-II) is funded by the European Union and jointly implemented by the College of Europe in Natolin and the High School of Public Governance, in cooperation with the Government Office for Coordination of European and Euro-Atlantic Integration and the National Agency of Ukraine on Civil Service.

Key components of the project include:

  • Tailored Onsite Knowledge and Analytical Skills Programme on European Integration for 100 selected Ukrainian public administration employees at the College of Europe in Natolin;

  • Training of Trainers module for employees of central government bodies;
  • 21 customised e-learning courses on European integration, including 5 newly developed ones;
  • Onsite intensive training sessions in Kyiv;
  • Expert-led webinars on key EU integration topics.
