City Council recap 10.7.2025

More than 80 items were on the agendas of the Broken Arrow City Council, the Municipal Authority, and the Economic Development Authority meetings on Oct. 7, 2025. Here's a brief recap of the actions taken on Tuesday.

The Council approved a promotional license between the City and Ice Challenge Enterprises, LLC for the installation and operation of an outdoor holiday ice rink at the Rose District Pavilion. Setup will begin on Nov. 1 and continue until opening day, Nov. 8. The last day of operation will be Jan. 6, 2026.

The Council also approved the execution of a supplemental and modification agreement to a project agreement between the Oklahoma Department of Transportation and the city for the design of sidewalks, side paths, and HAWK Beacons at the following intersections:

  • Pittsburg Street and Elm Street
  • Washington Street and Juniper Avenue
  • New Orleans Street and Oak Avenue

The agreement is necessary due to a reallocation of federal funds by ODOT. The city's share of the project was reduced to 20 percent from the original 25 percent, or $247,495. The city is not required to pay any additional funds at this time.

The Police Department has been awarded a $68,605 grant from the Oklahoma Highway Safety Office. The city will use the funding to cover overtime for general traffic enforcement, car seat checks, and training.

The Police Department also received a FY26 Oklahoma Highway Safety Office Motorcycle Grant in the amount of $27,783. The department will use the grant funds to cover overtime for motorcycle safety courses and operating expenses.

The Council also approved a donation of two Stalker Dual Radar units with antennas from the Broken Arrow Police Department to the Tulsa Airport Improvements Trust. The Tulsa Airport Police Department needs radar equipment to support traffic safety and enforcement within the airport's jurisdiction. This surplus equipment donation would directly support their mission and enhance public safety. The equipment's total estimated value is $800.

The Council approved a professional consultant service agreement with Professional Engineering Consultants, P.A., who will provide design services for construction plans for rehabilitation improvements on Aspen Avenue, from Kenosha Avenue to the Broken Arrow Expressway and Albany Street, to west of Aspen Avenue. The design services will cost $172,500, which will be paid from the 2018 GO Bond Proposition 1.

Next, playground turf will be installed at Vandever Park with the Council's approval of the purchase and installation of the turf for $53,333. The city will fund the project using the Sales Tax Capital Improvement Fund. Happy Playgrounds, LLC, submitted the lowest bid for the purchase and installation of playground turf.

The Council awarded a construction contract to Cherokee Pride Construction, Inc., for the Ridgeway Heights Residential Streets Concrete Panel Replacement project, northeast of Kenosha Street and Midway Road. The city will fund the project with the 2018 GO Bond proceeds at a cost of $1.3 million.

A construction contract was awarded to the lowest bidder, Grade Line Construction, LLC, for a concrete panel replacement project at the Wedgewood subdivision, south of West Houston Street and East of South Aspen Avenue. The project's cost is $739,127 and will be funded from the 2018 GO Bond.

A construction contract was awarded to Cherokee Pride Construction Inc., the lowest responsible bidder at $86,786, to mitigate erosion along a city-owned drainage channel and a private detention pond in Reserve H in the Bristol Ponds Subdivision. The city will pay for the project with funds from the 2018 General Obligation Bond.

A construction contract was awarded to Myers-Cherry Construction, LLC, to renovate the city's Operations Building. The project is expected to cost $2.2 million and will be paid from the 2018 GO Bond and Sales Tax Capital Improvement Program.

The Council approved a construction contract with Builders Unlimited, Inc. for the construction of a new Storage Facility at Events Park. This contract is for Phase II, which involves the interior construction of office space, restrooms, and storage, totaling $308,294, paid from the Sales Tax Capital Improvement Program.

The Council recognized the 24th Youth City Council with a swearing-in ceremony. Six sophomores joined the program this year, and they will serve for a three-year term. We congratulate Lindsey Cunningham, Alexis Foster, Kynlee Lang, Reid Makin, Clara Nantz, and Pranav Reddy for their dedication to public service.

The Council adopted Ordinance No. 3888, making it unlawful to activate or attempt to activate outdoor warning sirens without proper authorization. The penalties can include a fine of up to $750, 60 days in jail, or both for violations of this ordinance. The ordinance includes exemptions for city employees and contractors acting within their official duties under proper supervision for routine testing or maintenance.

During the Municipal Authority meeting, the Trustees received reports on the amount of water treated for customer use, the amount of customer wastewater collected, treated, and discharged, as well as the amount of customer trash and recycling collected during September.
