For the first time in months, all three members of the NCUA Board participated in a public meeting today. The full board meeting comes just days after a federal judge ordered the immediate reinstatement of Todd Harper and Tanya Otsuka, who had been removed from the board in April by President Trump.
Harper and Otsuka challenged their removal, arguing it was unlawful. In a 27-page ruling, U.S. District Judge Amir H. Ali stated that "the text and history of the NCUA statute, along with the structure and function of the NCUA board, confirm Congress restricted the President's power to remove Board members." The administration has since appealed the ruling and requested a stay, but for now, both members are back on the board.
Harper joined the meeting remotely, while Otsuka appeared in person alongside Chairman Kyle Hauptman at NCUA headquarters in Alexandria, Virginia.
The agenda included briefings on artificial intelligence, the ombudsman's annual report, and updates on the Central Liquidity Facility.
Today's meeting marked the first time Harper and Otsuka have participated in an NCUA board meeting since March. In the interim, Hauptman had been serving as the lone board member, with just one meeting held since their removal.
