Briefing on Emerging Illicit Drug Trends in 2026

On April 21st, the National Governors Association (NGA) hosted its monthly briefing for the Criminal Justice Policy Advisors (CJPA) network. The briefing discussed current trends in the illicit drug supply and the state public health response. Other networks on the call included the Governors Health Policy Advisors network. 

The briefing featured a presentation by Stephanie Noblit, Senior Legislative Attorney with the Legislative Analysis and Public Policy Association (LAPPA). The call included a discussion of the recent reduction in fentanyl overdose rates and the novel challenges around the use of kratom and other substances. State discussion included reflections on policies and practices to further reduce drug overdoses and respond to emerging trends in the illicit drug supply.
