There were more than 60 items on the agendas of the Broken Arrow City Council, the Broken Arrow Municipal Authority, and the Broken Arrow Economic Development Authority meetings on Monday, June 2, 2025.
The Council approved a $119,000 Professional Consultant Agreement with Walter P. Moore and Associates, Inc. for design services to improve a section of the roadway along 245th E. Ave., from Kenosha Street to Oakland Street.
A gas facilities relocation agreement was also approved with Oklahoma Natural Gas to accommodate a road widening project at the Aspen Avenue and Tucson Street intersection. A medium pressure gas line must be relocated before construction can begin at the intersection. The relocation effort is estimated to cost $221,887, with the City's responsibility at approximately $135,584, and ONG's portion at approximately $86,303. The City is required to reimburse ONG for the removal of the pipeline that is on ONG's easement.
In keeping with the Municipal Budget Act of 1979, the City conducted a public hearing to give the public an opportunity to review and comment on the City's proposed budget. You can watch the hearing on YouTube at the 4:28 mark and view the Fiscal Year 2026 proposed budget online here.
The Council was also notified of a southbound lane closure on South Elm Place and the westbound right turn lane on Houston Street. It will be in place on June 10, from 7 a.m. to 3 p.m. The closure is necessary to gain access to the manholes and the area utilities for upcoming Broken Arrow Municipal Authority projects.

The City Council approved Resolution No. 1667, authorizing the Broken Arrow Economic Development Authority to assist the City in administering the Hackberry Market Economic Development Project Plan. The City adopted the Hackberry Market Economic Development Project Plan by Ordinance 3875 on May 6, 2025, creating District #6. In the Broken Arrow Economic Development Authority meeting, the trustees authorized Resolution No. 1666. This resolution authorized BAEDA to issue Tax Apportionment Bonds, Taxable Series 2025 for no more than $28 million for the purpose of financing or reimbursing certain project costs associated with the project plan. The cost for the project is $520,800 and will be paid by the loan proceeds.
Also approved was Resolution No. 1662, which authorized a real estate agreement in connection with an economic development agreement between CSI Aerospace, the City of Broken Arrow and the Broken Arrow Economic Development Authority. CSI Aerospace will expand their operations to the Arrow Forge Innovation District and invest $5.5 million to build a new facility and create approximately 50 new jobs in a 5-year period. The agreement provides 10 acres to CSI Aerospace at no cost. The Broken Arrow Economic Development Authority will also incentivize job creation and reimburse the company for up to $28,316 in permitting fees.
At the Broken Arrow Municipal Authority (BAMA) meeting, the trustees received the Solid Waste and Recycling Report for April 2025. It said:

The trustees also received the April 2025 Oklahoma Department of Environmental Quality Discharge Monitoring Report that was submitted to the DEQ on April 9, 2025.
The trustees authorized an agreement with the Metropolitan Environmental Trust (M.e.t) for operation of the Broken Arrow Recycle Center and for services for the Household Hazardous Waste Collection at a cost of $168,032.
In addition, the trustees approved Waste Management's increased landfill rates for the City's acceptable waste, municipal sludge, and citizen drop off by 4.79 percent. The charge will be $27.81 per ton, up from $26.54, and wastewater treatment plant sludge will cost $36.34 per ton, up from $34.68. An additional $1.25 per ton state flow fee will be added to the tonnage rate and will go into effect on July 1. The increase is expected to cost the City an additional $50,800 annually for refuse and an additional $9,960 for the sludge.
A $54,600 change order was approved for the new elevated storage tank construction for additional materials needed to complete the road around the facility. Its funding source is an Oklahoma Water Resources Board (OWRB) Loan.
BAMA approved Resolution 1664, authorizing a loan from the Oklahoma Water Resources Board not to exceed $26.4 million, approving the issuance of a Series 2025A Promissory Note to OWRB to fund eight Clean Water Loan Program projects and seven Safe Drinking Water Loan Program projects. The next City Council meeting will be held on Monday, June 16, beginning at 6:30 p.m. The June meetings are annually held on Mondays instead of the regular Tuesday meetings so that the Council may attend Tuesdays in the Park held each Tuesday night in June.
