The man shot and killed on Rocky Butte on June 13 has been identified as Alberto Ramos-Velazquez, 20, of Salem. His family has been notified of his death. They are requesting privacy at this time, but they did provide a photo for public release.
Alberto Ramos-VelazquezThe Medical Examiner determined Ramos-Velazquez died of homicide by gunshot wound.
The individual detained near the scene was ultimately released. No arrests have been made.
Detectives believe numerous people were present during the shooting but left the scene without speaking with police. Anyone with information about this case, including those present during the incident, is asked to submit a tip. The case number is 26-171254.

One Deceased Following Shooting on Rocky Butte, Detectives Investigating
On Saturday, June 13, 2026 at 3:29 a.m., Portland Police Officers assigned to East Precinct responded to a report that someone had been shot in Rocky Butte Park, 3250 NE Rocky Butte Road. When officers arrived they found an adult male victim. EMS responded and despite lifesaving efforts by paramedics, the victim died at the scene.
Officers have detained one man near the scene and are investigating to determine if he was involved.
Portland Police Homicide Unit Detectives are on scene investigating the shooting. During the investigation, Northeast Rocky Butte Road is closed at both park entrances, although officers will escort residents to their homes inside the closure area.
Detectives believe other witnesses may have left the scene following the shooting and did not provide statements to police, and they're asking that anyone with information come forward to help them get a full picture of what happened.
