In 2019, the National Survey of Early Care and Education (NSECE) conducted a set of four integrated surveys of 1) households with children under age 13, 2) home-based providers, 3) center-based providers, and 4) the center-based workforce as a cross-sectional follow-up to the original 2012 NSECE. Together they characterize the supply of and demand for early care and education (ECE) in the United States and permit better understanding of how well families' needs and preferences mirror providers' offerings and constraints.

In light of the onset of the COVID-19 pandemic in Spring 2020, OPRE funded a new data collection effort, the NSECE COVID-19 Longitudinal Follow-up, to learn how the pandemic was affecting ECE providers and the individuals who work directly with children in ECE settings. The NSECE project team sought to re-interview center-based providers, center-based workforce members, listed home-based providers, and unlisted and paid home-based providers who completed surveys in the 2019 NSECE. Households participating in the 2019 NSECE were not included in the NSECE COVID-19 Longitudinal Follow-up. Data collection for the NSECE COVID-19 Longitudinal Follow-up took place across two waves between late 2020 and early 2022.

Note that Wave 2 of data collection with center-based providers consisted of two partial waves to better measure receipt of COVID-19 related relief funding that the federal and state governments were disbursing throughout 2021.

The NSECE COVID-19 Longitudinal Follow-up instruments include seven questionnaires:

The NSECE COVID-19 Longitudinal Follow-up questionnaires serve as a resource forpotential data users and other key audiences interested in understanding the exact questions asked of survey participants. These documents each include a summary table listing topical areas of focus and constructs with associated page numbers, followed by individual questions asked of survey participants. The Wave 2 Questionnaire documents also include key changes from their Wave 1 Questionnaires in their summary tables.

The NSECE COVID-19 Longitudinal Follow-up questionnaires were used to collect data from ECE programs and workforce members that completed interviews in the 2019 NSECE study. Data were collected electronically or through interviews conducted by phone at different time points during the pandemic as follows:

  • Home-based Provider Questionnaire - Wave 1: December 2020 - March 2021
  • Home-based Provider Questionnaire - Wave 2: October 2021 - February 2022
  • Center-based Provider Questionnaire - Wave 1: November 2020 - March 2021
  • Center-based Provider Questionnaire - Wave 2 Spring: April 2021 - June 2021
  • Center-based Provider Questionnaire - Wave 2 Fall: October 2021 - February 2022
  • Classroom Staff (Workforce) Questionnaire - Wave 1: January 2021 - March 2021
  • Classroom Staff (Workforce) Questionnaire - Wave 2: October 2021 - February 2022
