The Division of Air Quality, proposes to approve the following requests:

ONEOK Rockies Midstream, LLC (F032165, P0039933):

CHAPTER 6, SECTION 2 CONSTRUCTION/MODIFICATION PERMIT - Department of Environmental Quality, Division of Air Quality PUBLIC NOTICE: In accordance with Chapter 6, Section 2(m) of the Wyoming Air Quality Standards and Regulations, notice is hereby given that the State of Wyoming, Department of Environmental Quality, Division of Air Quality, proposes to approve a request by ONEOK Rockies Midstream, LLC to construct the Cutter Gas Plant, located in the SW¼ NE¼ of Section 4, T42N, R73W, approximately eight (8) miles east-northeast of Pine Tree Junction, in Campbell County, Wyoming, with the installation of the following equipment and sources of emissions: - One (1) amine unit (AMN001) controlled with a thermal oxidizer (INC001) - Miscellaneous venting and blowdowns to atmosphere (BVC001) - Four (4) 2,500 hp Caterpillar G3608 compressor engines (ENG001-ENG004) - One (1) 1,467 hp Caterpillar G3512 emergency generator engine (ENG005) - One (1) plant flare to control emissions from venting and maintenance events (FLR001) - One (1) enclosed combustor to control condensate truck loading (FLR003) - One (1) enclosed combustor to control NGL and condensate truck loading (FLR004) - Tank blanket gas emissions (FLR005) - Emissions from fugitive equipment leaks (FUG001) - One (1) 15.5 MMBtu/hr amine hot oil heater (HET001) - One (1) 7.0 MMBtu/hr regenerative gas heater (HET002) - One (1) 14.3 MMBtu/hr stabilizer hot oil heater (HET003) - Pressurized condensate truck loading fugitives (LUD001) - Pressurized NGL truck loading fugitives (LUD002) - One (1) 1,429 bbl pressurized stabilized condensate tank (TNK001) - Three (3) 3,500 bbl pressurized stabilized NGL tanks (TNK002-TNK004) - Two (2) 300 bbl slop oil (aqueous) tanks (TNK005-TNK006)
- One (1) 100 bbl slop oil (hydrocarbon) tank (TNK007) - One (1) 50 bbl methanol tank (TNK008).

For the duration of the public comment period, the permit application, the agency's analysis, and the public notice are available for public inspection online at https://openair.wyo.gov, utilizing facility ID F032165 and permit number P0039933 under permits. This material may also be viewed online, at the above URL, utilizing a public computer at the Campbell County Library, Gillette, Wyoming. Additionally, for the duration of the public comment period a copy of this public notice is available for public inspection at the Campbell County Clerk's Office, Gillette, Wyoming.
