FARGO, N.D. (May 1, 2026) - The Metro Flood Diversion Authority along with the U.S. Army Corps of Engineers, St. Paul District, will host a Project Partnership Agreement amendment-signing ceremony. The event will take place at 2 p.m. Thursday, May 7 at the City of Fargo Commission Chambers in City Hall.
The Project Partnership Agreement, which was initially signed in July 2016, describes the relationship between the Corps and the MFDA, City of Fargo and City of Moorhead as well as outlines the roles and responsibilities for construction, operation and maintenance of the FM Area Diversion. This PPA amendment will facilitate the earlier transfer of $100 million out of the original federal appropriation to the MFDA from the federal government. These funds became available earlier than expected due to construction of the federal work coming in under Corps' estimates. Per the original PPA, any unused funds will be transferred to the non-federal sponsors after project closeout, which is expected to take place in 2030 or later. This amendment will make the funds available immediately rather than waiting for final project closeout.
The amendment does not change the overall budget of roughly $3.2 billion, with $750 million of that coming from the federal government.
This event, which will have a quorum of MFDA Board members, is open to the public. Speakers will include Assistant Secretary of the Army for Civil Works Adam Telle, North Dakota Sen. John Hoeven, Minnesota Sen. Amy Klobuchar, North Dakota Rep. Julie Fedorchak and Maj. Gen. Jason Kelly, Corps of Engineers deputy commanding general for Civil and Emergency Operations. A media availability will take place after the event.
