Sierra Club Celebrates as the Coastal Virginia Offshore Wind Project Powers On

HAMPTON ROADS, Va. - This week, the Coastal Virginia Offshore Wind Project (CVOW) began delivering affordable, reliable, and renewable offshore wind power to Virginia. When construction is complete, CVOW's 176 wind turbines will power up to 660,000 homes. It is anticipated that the project-the largest offshore wind farm in the country-will save customers $3 billion during its first decade of operations.

In December 2025, the Trump Administration issued a stop work order against CVOW and four other offshore wind projects. In January, a federal judge cleared Dominion Energy to resume work on the Virginia offshore wind project. All four other projects won similar legal victories and were allowed to continue construction.

Since January, Vineyard Wind off the coast of Massachusetts has finished construction, and Revolution Wind off the coasts of Connecticut and Rhode Island has also started delivering power to the grid.

Offshore wind is recognized as critical to lowering electricity costs, reducing pollution, and improving grid reliability. Multiple analyses have proven that offshore wind will save electric customers by lowering prices and insulating against the price volatility of methane gas.
