Notice for Lariat Village Affordable Rental Development

On or about May 22, 2025, the City of Tucson Housing & Community Development Department will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of HOME Investment Partnerships Program (HOME) funds, under Title II of the Cranston-Gonzalez Act of 1990, as amended, and the City of Tucson Housing & Community Development Department will also authorize the City of Tucson Public Housing Authority to submit a request to the HUD, Office of Public and Indian Housing for the release of Project-Based Vouchers, under the Housing Choice Voucher (HCV) Program as authorized by the Quality Housing and Work Responsibility Act of 1998, the Fiscal Year 2001 Appropriations Act, the Housing and Economic Recovery Act of 2008, and the Housing Opportunity Through Modernization Act of 2016 (HOTMA), under the U.S. Housing Act of 1937, as amended, to undertake a project known as the Lariat Village Affordable Rental Development Project. The Lariat Village project provides for the development of an affordable housing complex by Impact Residential Development on an approximately 4.8-acre site in Tucson, Arizona.

The project consists of property acquisition, subdividing the current lot, and new construction of a four-story, 120-unit affordable rental development. The current 9-acre lot will be split into three parcels. The undeveloped northeastern parcel known as "Hard Corner", is approximately 1.8-acres of vacant land, and will be retained by the current owner. The approximately 2.4-acre southeastern parcel, containing an existing commercial building and single-family home, will also be retained by the current owner and may be included in a second phase of residential development. The undeveloped western parcel will be developed into the Lariat Village L-shaped housing complex providing one-, two-, and three-bedroom units. Property amenities include interior community rooms, a fitness room, onsite laundry facilities, Wi-Fi in common areas and residential units, onsite parking, and exterior common areas and green spaces.

Lariat Village will be managed by a third-party management agent, with an onsite property manager available to residents during limited business hours. Lariat Village will include energy efficient building elements such as Energy Star qualified fixtures and appliances, water efficient plumbing fixtures, and rainwater harvesting. The complex is designed to a Home Energy Rating Index score (HERS) of 65. The community will be 100% affordable, containing apartments with rents being offered at between 30 to 70% of the Area Median Income (AMI) for an average AMI of 54%. The project will also provide housing through the allocation of Project-Based Vouchers through the City of Tucson Public Housing Authority.

Total Estimated Project Cost: $44,021,829. Estimated project funding: $1,350,000 in HOME Investment Partnerships Program funds, grant number M-22-DC-04-0229 through the City of Tucson Housing & Community Development Department, and an estimated $11,313,120 of funding for 26 Project-Based Vouchers over 20 years, entitlement number AZ004, through the City of Tucson Public Housing Authority. Additional funding includes a City of Tucson impact fee waiver up to $150,000, deferred developer fee, $673,000 of Pima County Gap funding, over $24,000,000 of state and federal Low Income Housing Tax Credits, a $10,500,000 permanent loan, and $3,000,000 of National Housing Trust Funds awarded to the project by the Arizona Department of Housing.

The project is located at 860 East Irvington Road, Tucson, Pima County, Arizona 85706 and Pima County Assessor's Parcel Number 140-20-001B. The address was formerly 4940 South Park Avenue. The project site encompasses two additional parcels which are included in the lot split and not the development of this project, 140-20-001C and 140-20-001D. The project site is located on the southwest corner of South Park Avenue and East Irvington Road. The property description is: PTN S610.04' N640.04' W640.59' E670.59' LOT 44.73 AC SEC 6-15-14
