This change, which took effect the first week of March, "reflects our commitment to improving customer service and helping Portlanders move their projects forward while ensuring compliance with required codes," said Eric Kutch, director of Permitting & Development. Previously, the Development Services Center was only open between 8 a.m. and 4 p.m. on Tuesdays and between 8 a.m. and noon on Thursdays.
"Customers are encouraged to schedule appointments in advance to make the best use of their time, but we will do our best to meet our customers' needs if an appointment is not feasible," said Kutch.
Employees are available in the Development Services Center on Tuesdays and Thursdays, without an appointment, to answer basic questions about services, provide guidance to upload documents into the City's online permitting systems, and schedule in-person appointments if needed.

Employee assistance is available to upload documents from a thumb drive as well as to scan and digitize printed materials. A cashier is available to accept payments Monday through Friday.
Many building permit services are available online 24 hours a day, seven days a week. These services include applying and paying for permits, uploading plans through the City's electronic plan review platform, and scheduling inspections. Free 15-minute appointments with City development review experts continue to be available online and over the phone Monday through Friday between 8 a.m. and 4 p.m.
