Beavercreek Residents to Receive Opt-Out Letters for Electric Aggregation Program in Late June

City of Beavercreek residents and small business owners should expect to receive letters in the mail during the last week of June regarding the city's electric aggregation program.

The letter, sent by energy supplier Constellation, will include details about the program and instructions on how to opt out if desired. Enrollment is automatic for residents unless they choose to opt out or they are under contract with another electric supplier, and there is no fee to enroll or withdraw from the program at any time. The city's electric aggregation program, established by voter approval in November 2003, is designed to help residents and small businesses save money by negotiating competitive electricity rates through collective buying power. The program is regulated by the Public Utilities Commission of Ohio.

Currently, the city's aggregation customers receive electricity from Dynegy at a fixed rate of 6.928 cents per kilowatt-hour (kWh), with a renewable energy option at 7.310 cents per kWh. That contract will expire in August 2025.

Beginning with the September 2025 billing cycle, Constellation will become the city's new supplier under a 16-month contract running through December 2026. The new standard fixed rate will be 8.699 cents per kWh, while an enhanced renewable energy option-sourced from wind and solar-will be available at 9.021 cents per kWh.

For comparison, AES Ohio recently announced a standard service rate of 9.45 cents per kWh, effective June 1, 2025. After evaluating competitive bids, the city's energy consultant selected Constellation over Dynegy for its more favorable pricing.

Residents and businesses not already under contract with another supplier will receive opt-out letters in mid-to-late June. No action is needed to remain in the program, and there are no enrollment, switching, or early termination fees. Participants may opt in or out of the program at any time without penalty.

City officials caution that some other energy suppliers closely monitor when community aggregation contracts expire and may use that opportunity to market alternative offers, which can sometimes be misleading. Residents should review all solicitations carefully and verify that any changes to their electric service align with their intentions. Residents currently under contract with a different supplier are encouraged to review their agreements for any cancellation fees before making changes.
