(Long Island City, NY - December 29, 2025) Acting Commissioner Eduardo del Valle of the NYC Department of Design and Construction (DDC) announced today that Nathan Toth, whose experience with the City's budget process extends back 30 years, has been named the agency's Chief Financial Officer. In the position, Mr. Toth oversees all budget, financial management and procurement functions for the City's main capital construction agency, which is currently managing a project portfolio of $34 billion including major coastal resiliency projects and Borough-Based Jails.
"Nathan has a strong track record of budgeting and procurement experience, particularly with how it relates to infrastructure and City government," said Acting Commissioner del Valle. "His experience with the City Council and at OMB is invaluable, and his work for the School Construction Authority means he understands a lot of the process reforms we're trying to implement in order to deliver projects faster and more efficiently, including becoming an authority ourselves. We welcome Nathan to the fold, where he's already excelling in this critical position."
Mr. Toth's previous government experience includes roles as Deputy Director of Infrastructure and Economic Development at the NYC Council and Director of Operations for the School Construction Authority (SCA) of New York. He also was a Supervising Analyst for the NYC Office of Management and Budget (OMB). Most recently Mr. Toth was a Principal at Cozen O'Connor Public Strategies, which specializes in government relations and communications, and he has additional financial experience as a Budget Officer at New York University as well as a Senior Financial Analyst at Reuters America Inc. He holds a B.S. in Economics and Management Science from the State University of New York at Cortland and a Master of Public Administration (MPA) from Baruch College.
DDC is the City of New York's main capital construction agency, building public buildings and infrastructure projects for more than 20 City agencies plus nonprofit ground that receive funding from the City. During the administration of Mayor Eric Adams, the agency completed 349 design projects and 285 construction projects, and has recently taken on massive new responsibilities as the City seeks to respond to climate change and to prepare for the closure of Rikers Island jail. The agency during this period also awarded approximately $3 billion to Minority- and Women-Owned Business Enterprises through its M/WBE program while achieving more than 37 percent M/WBE participation overall in its growing portfolio of design-build and other alternative delivery projects.
DDC is also engaged in a years-long reform effort seeking to change the was City government builds capital projects, and in 2025 published its most recent update to its Strategic Blueprint for construction reform. The agency's growing design-build program has already seen major success at reducing project timelines, with the new Orchard Beach Maintenance & Operations facility that DDC built for Parks in the Bronx being completed at least 2.6 years faster than would have been possible using the traditional system of lowest bidder contracting.
